we can with temporary root, but once you restart the phone itll be gone so yeah maybe after full root is acquired

I am having the same issue. I have gosms and the emoji plugin but I can't see anything when they send it to me. I can't see emoji when I post it on instagram

Are you referring to a wallpaper for your phone? Or for your computer?
