Hy, ive been trying to search for some kind of official thread for this but i cant find anything so far, this Aroma program, is this do add diferent themes or? ive been reading around but i havent figured out what this is and what it does,

An aroma is a zip file that you flash in clockwork mod and can modify the ROM your on (status bar/ extra features) or add extra apps. Its used more on stock ROMs as custom ROMs have options to tweak them in the settings. Usually the dev of the rom will make an aroma for it, if your not on a custom ROM you'll need to search for the different things you want in the themes section.
Im using the new Neatrom 4.1 that came out on the 23 of this month really like it so far was just reading around on the neatrom thread lots of people talking about the aroma and toggles and what not, but didnt really understand much i think they can modify the battery icon and change the colour and i actually would like to do that myself.

In Neatrom it's definitly worth trying, so just do it to understand what it's about.

So i asked many people but didnt get much help but i finally figured out how to get system.img and boot.img and unpacked them too.
Now i want to ask, what are the things that a custom ROM should have? Things we should add or remove? will removing apk's and adding a few kernels be enough? How can i change the theme?

First, always new kernel.
Second, CM theming is easy. For the rest of the roms yiu can use apktool.
You should make two versions: lite and full.
Lite is stripped down full w/o GAPPS.
Supercharger and Turbocahrger scripts are nice. For the rest: google is your best friend!

I remove all of the apps that draw alot of memory,mostly carrier crap(bloatware)then i add all of the free apps from the market that i use alot,then i go to UOT kitchen and set a theme for my new rom,i also use 7-zip and macromedia fireworks to customize the rosie,wallpapers,splash screen,boot animations,etc,i also add a few tweaks for the build.prop,you can also edit the text in the updater-script.Like the guy above said,google is your best friend.

I'm really sorry if this has been posted out there someone, but I did search and I did not find what I was looking for, as this is recent.
So, I've flashed Samsungs latest ICS official ROM, but I really hate the TW UI. Is there anyway I can apply the UI of the official ICS ?
I'm not refering to launchers skins, as they do not to a total makeover like the menu's, diallers, and such.
I do not want to flash another rom since I don't want to delete anything.
If so, to what do I point to ? Mod's or theme's ?

If you don't want to flash a new ROM, you will have to apply a new Theme.

Mod is short for modification. (duh) Refers to anything that is changed from stock, really.
Theme (which technically is also a mod) refers to a whole set of framework, icon, color, and graphic changes. For example, there are themes out there that just change all the icons, etc. on Gingerbread, to look like ICS, without actually having ICS.
Of course, a theme still won't change your launcher... so you'll still have the TW launcher. Unless you install a third party launcher, like LauncherPro, GoLauncher, ADW, or other.
I attempted to ask a few questions in the Project Odex thread but was promply told to "search for it it is easy to find".... Kind of agrivating when you just got done doing just that, especially considering the title specifically states "for those that want mods"...
Anyhow I was hoping I could bug those that do for some ideas of the mods you use for Odex roms etc, and maybe any warnings about mods that do not work so well.

That completely depends on the rom and the mods that you want to change. System mods don't matter on odexed or deodexed. The individual app mods will have to be made for the odexed rom though since they need both jar and apk files to work. Hope this answered your question.
I am just not finding much of anything, some of the basic things I would love to find are something to remove the wifi nag, and something like Wanam xposed that will work on 4.1.2

1- How can I get rid of 23 toggles and get the original one with working mods like small or big AM PM and position of the clock... etc ??
2- How can I disable wallpaper scrolling withing TW launcher ?? because wallpaper scrolling is a bit annoying for me..

I really doubt that the NeatROM guys will see your post here. I don't know the answer as I'm not on NeatROM sorry. You could try posting in the thread stickied at the top of q&a by It_ler. I know a few NeatROM guys post in that thread so should be able to help.

toggles, another question
I don't have enough posts on XDA forum, and I can't ask in the NeatROM topic, so I'm asking here:
I am still using NeatROM Lite v4.9.1 with Blue Ginger Plus Theme. Whether, before flashing new v.5.4.2 NeatROM Lite, I need to do a full whipe or can I over existing version - just install new, without cleaning?
Another question is can I rearrange toggles buttons if I install Blue Ginger Plus theme?
OK...I'll answer the first part of your question:-
I always wipe when moving from an AOSP based rom to Samsung/TW based rom or vice versa. I also tend to wipe when moving to a completely different rom, even if it's the same base (I just like how the phone operates after a clean install when switching roms), though whether you do this is up to you (and depends on what the dev of the rom in question says; if he says wipe, you do it). When flashing a different build of the same rom, I normally only wipe if there's been a change in Android versions (from 4.2 to 4.3, as an example). If it's the same rom/same Android version, I tend to do a dirty flash & just wipe cache/Dalvik.
As I mentioned above, the caveat over all of what I've said is the flashing instructions for a particular rom/build of a particular rom, if the dev says wipe in the instructions, you do it. Always. If the dev says a wipe isn't necessary, then you don't need to unless you want to/or run into problems.
Your 2nd question re: toggles on that theme will have to be answered by someone else/someone who uses the rom.
Edit - Also, before you flash any rom, even a new build of your current rom or nightly (or any mod for that matter), do a nandroid backup. Always. That way, if you do run into problems after flashing a new build, you can always restore your nandroid/go back to the previous build & try the flash again/whatever.
Okay, thanks for the reply. Surely, I thought to do a backup. First, I'll try just wipe cache/Dalvik and if there's a problem then I will go to full wipe.
Regarding toggles arrangement, I thought that would be someone who already uses 5.4.2 NeatROM with Blue Ginger Plus Theme. This remains to me that I try.

it says create a zip of the custom setting theme, but to be honest I have no idea how to
make a custom zip of a theme, I realize this is probably a stupid question
If some one could help me out.

You have to have some knowledge of theme work to be able to create your own. There is a massive amount threads that can give you that information. The option you're talking about just makes a zip file of the settings you're using.
