I was messing around and I found this set of numbers in sys/firmware/fuse/ReservedOdm. What does it mean and does it have to do with my bootloader being locked.

No. It's just reading the fuse value. You can't edit it.

Maybe they were using setcpu for governers? I wasn't aware of an overclock yet for the Razr on ICS...maybe i'm wrong though.
