As of this time there is still no solution.....yet
I thought we needed a new thread to discuss how the unlock attempts and findings are coming along for the XT912 Droid Razr and the Droid 4.
It's come to attention a few times that the other thread's title alone is quite misleading, so the intention of this thread is to discuss what's been tried, what might be promising, and eventually with some hope luck and strategy - a solution.
Anyone with input on methods they've tried and if there were any results whether positive or otherwise please feel free to post in here.
Likewise, anyone willing to share methods and or instructions on where to or how to begin looking can feel free to share their knowledge.

So far the nv items that I have found to be in the running for the unlock is 0x513c and 0x5072 pops up in QXDM before the cellular radio switches back to cdma. I have tried to access these nv items but get parameter bad. I have been looking for a solution to this issue and maybe we can get some more information that will show the other nv items that give the parameter bad error. According to some of the documentation that I have found the razr may even get t-mobile 3g on the 1700 frequency. My razr hd has t-mobile running on 3g here in oklahoma city.

Well, interestingly enough, tonight I found the mechanism for the lock.
I have been logging on the D4 with VZW SIM installed on a 32 bit XP box and I am not certain why I am seeing different things now but it maybe because they switched on LTE finally here.
In any event, the bottom line is that I found the messages in the logs referencing the Forbidden PLMN List with 4 entries.

I know I generally read logs with logcat in adb shell (with adb debugging enabled)
to read the radio log
# logcat -b radio
These are the logs generated by QXDM and are not on the phone at all. You cant see the diagnostic interfaces from the radio in those logs, just the RIL.
They are .isf files (Item Store Files) and are generated by QXDM Logging View(F1) and saved by default in the Program Files/QXDM/Bin directory.
You setup which message types are monitored in Logging View Config(F5).
If, like me in most cases, you don't know what you are looking for then you set a very broad set of message types and the logs are extremely large and verbose.
The one I generated last night for about 2 hours of logging is 225MB.
These files can be opened and "replayed" with the Item View(F11)function so you can search them and parse the messages, events and strings or raw item hex data in a split pane view.
It is definitely a huge step to have found the specific mechanism, but still does not necessarily mean there is a boolean switch as has been found before for other models. It may mean that the Forbidden PLMN list and Preferred PLMN list or acquisition databases need to be edited directly.
The phone is connected to the QC Diagnostic Port and not the QC BP Modem as it is for AT mode.
I crashed at 6:00 AM and need to go back and re examine the logs for more info.
There are many NV items that refer to the PLMN(Public Land Mobile Network) in various forms and the items referenced by igwtapc are non existent AFAIK.
I believe he maybe misreading the item IDs because they are expressed in Little Endian (Least Significant Byte First) format in the raw item hex output from QXDM.
In any event, there is a lot to look at now to find the specific means of undoing the block.
EDIT: added screenshots of logs
EDIT 2: I found the same sequence in the Bionic logs and it also checks the Forbidden PLMN List with 4 items but all the items are 000- 00 so it doesn't block anything!
So it seems clear that editing the Forbidden PLMN List should work as desired assuming we can locate it in the NVM.
Edit 3: I have found several items labeled Acquisition List 1, 2,3 and 4 that contain PLMN designations for various bands and have the ATT MCC/MNC pairs in them.
I have not yet found an item that contains values structured like I am anticipating for this list of 4 items.
These items also contain entry codes for each entry and I am not certain how they need to be properly edited even if they are the right items.
Learning lots from moment to moment here though and I wanted to let you in on some of the progress!
Edit 4: I found the item that controls the forbidden PLMN list and sets all values to 000- 00 for the 4 entries like the Bionic, but it was not enough by itself and it still gets flagged as invalid country code despite being able to successfully pass the NAS REG sequence with the cleared PLMN list.
The item is 6844 first byte changed to 00 from default 02 zeros the entries in the forbidden PLMN list.
I won't have much time to work on this further for a couple days but we are definitely closing in on this now!

I am using a NON VZW sim and using it outside of the US.
I live in a border town with the US and pick up signals from both the US and my country (Mexico). I also travel to the us frequently (2-4 times a week .
I have another 2 phones that are not XT912 and can scan , pick up and connect to either T-Mo or ATT from my current location....if that is of any use.
If this is useful in any way, please let me know. But please, if its something to technical, please provide steps and or details.

I have heard of cases where the network actually grabs onto legitimate US AT&T for a short period while roaming when close to the border. If your XT912 happens to catch a US ATT or TMo tower I'd love to get a NV Dump for Comparison. I'll send you a PM in a bit with what's required and step by step. Gotta wrap up a report for school really quick.

Got a question........do I have to be locked to ATT or TMO while doing the nv dump....?
I ask this because when it locks to att it is usually for a few seconds.....an not for long periods of time....

so again im attempting to put in my 1 cent in the equation in attempt to help lol. so i just happened to talk to the right person the right way at verizon corporate yesterday and i got some interesting findings.
i told them that i was a previous verizon customer with a droid razr xt912 and that i paid good money for the device and that i plan to use it as i please. however verizon was preventing me from doing so with the block. read them the article that explained why they were obligated to unlock the phone. shortly after i finally got some cooperation from verizon. they agreed to unlock the phone as long as my previous account wasnt left with an outstanding balance. i used a friend of mines verizon account that was in good standing as "the account that i was on" and the put me on line with a tech to guide me through unlocking the device. here's where things got hairy again. the tech said that in order for them to unlock device it had to be connected and in service with verizon. so i would need to activate the phone on a plan of some sort temporarily in order to proceed. that would cost $15 for the service connection fee, the cost of the lowest rate plan that a smartphone could be activated on (whatever that is), and if i chose to cancel the account after they would be obligated to charged the fee for breaking contract. so we're talking around $250.00 all together to get verizon to unlock the device if its not already activated and in service on an account in good standing. at that point i couldnt proceed any further. however i thought that this info would be valuable because if any of us were to actually follow through and get the phone unlocked by them then i can only imagine we could use that unlocked device as a template to replicate the results on other devices.
further more i can say that i am extremely excited about the recent progress and i thank everyone that has been working on making this happen.

Im thinking that they are thinking you are talking about SIM unlock, We are talking about a BOOTLOADER unlock, SIM unlocking is free if you go in the store and the phone has service, contract or no contract, it just allows you to roam internationally. But the feature was already activated with the ICS update for all non us GSM carriers.
Actually, this thread isn't about boot loader unlock or Sim unlock per say. It's about getting these devices to work on domestic GSM.

Ill be moving to japan by years end and was wondering what network could I use to work with the Atrix? And if anyone has any experiance living in japan, how does billing work?
From everything I've heard Japan has domestic market phones that make the Atrix look like old news. You might be better off getting a phone/plan locally when you get there.

Here in Japan, there are some good Android phones, but they're almost always locked down. For example my SH005. great phone except the battery won't last a whole day.
I picked up an Atrix I plan on unlocking and using that over here.
anything that has the 2100 band (pretty much all 3G phones in the US) will work on Softbank. if you're going there permanently, then if your phone is unlocked you can probably just drop the SIM in. if you're going temporarily then you will probably need to grab a prepaid SIM but it should still work in the phone. you pay for all minutes used, incoming calls are free, and softbank has a good deal on unlimited mail for prepaid (300 yen per month) plans.
shadowfalx had issues with softbank in JP.. he tried 2 Atrix handsets and couldn't get either of them to work with data..
It had to be his APN settings. I've used dozens of non-softbank phones over here, starting with my GSM WinMo Treo 750, and as long as the APN settings were correct, it worked on data fine. There's one other person with an Atrix I know here in Tokyo; He's a Google employee here. So I know it'll work.

Have you ever heard of people getting extremely high charges for data? I read about that on another forum (gaijinpot, search for "softbank bill" on the title, I can't link to it). They say softbank will usually not allow you to use a cell phone they didn't sell on their data network if you ask them directly. The thread is 3 or so moths old, I don't think too much has changed since then.
Again, it's all in the plan/APN settings you start off with beforehand, along with checking My.softbank.ne.jp to see if you're getting ridiculous charges...
Some people go into the store, get a prepaid phone, then just swap the SIMs. No prepaid phone here comes with data!
Others are moving from a featurephone to a smartphone. Those have data, but are tied to a specific APN. When pulling down more data than allowed from that APN, they charge exorbitant fees. Hence plan changing is a good thing.
Finally, some people go from iPhone to another Android. iPhones here have totally different APNs they attach to.
It's all in the name controlling the plans for their customers, that's all. Connect to the one you're paying for, then you shouldn't have any problem.
Again, I used an AT&T treo 750, HTC Tilt, HTC Tilt 2, from T-mobile, and an out-the-box unlocked iPhone 3GS from Singapore with no issues. Of course you NEVER tell them that you're using a different phone from the one that's on their system. But as long as you're connected properly, they generally don't care.
That being said, theres another option called B:mobile here. They're an MVNO and use DoCoMo's network. They just sell you a prepaid SIM card. I may try them out, just to see what kind of service is there and if it could save me some ¥. This guy is test one right now actually:

Wow, that was really informative starrwulfe. I was looking for this kind of info because I just got an Atrix off of ebay and I plan to use it with a Dell Streak's SIM which I got from softbank on the 2-year contract. You're saying that if I backup my APN settings from the Streak I should have no problems on the Atrix, correct?
For the record, I pay about 9,000 yen per month. That includes ~6,000 for the unlimited data plan, ~1800 for the phone, and all the crap you have to sign in when you make the contract.
OP, If you are going to stay in Japan long enough and you intend to use a lot of data on the Atrix you may want to consider getting a basic android smartphone from softbank on an unlimited data plan and swapping SIMs.

I have a Sharp Galapagos SH005 here now, but like you, I'm switching to an Atrix too (in fact it should be here before Saturday) and that's exactly what I plan to do.
Easy way to tell what APN you should connect to is to check the color of the SIM cards. Black ones are iPhone only cards, gray ones with green bands specifically say "SMARTPHONE" on them-- they go into the Android phones here. Feature phones have a regular gray card.
You can find the APN info and password easily by googling a little... But if you can back up your APN info, can you share it with me? mine is locked (current phone can't be rooted)
Ok, now I'm having trouble here with getting my Atrix set up on the Softbank network.
Phone calls and SMS work, but data doesn't.
Seems they have some unpublished APNs now with the new android phones. My Galapagos plugs into some other APN than what the normal silver cards did. Unfortunately I can't see what my APN is now on my current phone since they've locked that part out.
What I'm also afraid of is that they may have also started using things like imei checking and user agent binding as well. Great, now what can I do?

Just so you know, I have this with sim card out of my iPhone and my atrix works on the softbank network. So it was see if only thing stopping me for connecting to softbank is apn info.

It was APNs....sort of. Motorola Atrix requires you to add your Username and Password to a file in '/system/etc/ppp/peers/pppd-ril.options'. With out this you can call and use wi-fi but can not use mobile data.

Just remember is you want tethering and aGPS add them to the list in APN Type. So it should read default,supl,mms,agps,dun,tether remember NO spaces
Starrwulf do you have root on you Galappagos phone? if so you can look at the APNs.....Let me make a guide quickly and I will update this post.
Required:
SQLite editor
Root
1) Open SQLite editor and accept the root permissions.
2) Go to Dialer storage.
3) telephony.db
4) carriers
This opens a database file with all the APNs preloaded on the phone. You should be able to look for the one that has a 'Yes' in the current field.
I assume this is the same or similar on the Galapagos (I don't have one specifically though)

maybe try gingerbreak? it may gain you root but you may not be able to change anything, which would be ok.

Those settings did the trick actually! So now I'm good to go. Now I need to figure out how to push that other mms.apk thru ADB to get my useragent changed...
BTW I'm new to the Android Mod scene. I started messing with WinMo back in the States, then moved here and had a very hacked Tilt 2 on softbank... when it gave up the ghost, I went into the iPhone jailbreak scene. Now I'm here! So I'll accept any and all advice you can give me, sensei/senpai!
You don't really need the mms app Download 'Handcent' from the market and change the UA in settings. Also I suggest getting 'market enabler' requires root but it allows you to fake a US sim card in the market and get US only apps.
I have Hancent... But I don't see anywhere to change the UA in the settings.... Am I missing something?

I have recently bought the HTC Rezound and have noticed that when i go to which from LTE on/off (*#*#4636#*#* in dialer, then phone information) there is a option for "Global Mode" and ones for "WCDMA Only" and "GSM Only"
I have seen websites saying that they can unlock the phone and it will work with any network?
But my question is, is this phone possibly a global phone?/GSM and WCDMA support?
UPDATE: Okay just got the htc rezound today and put in my T-Mobile UK sim card, and switched to "WCDMA only" mode, and without unlocking it picked up signal (i live in uk) it also says t-mobile in notifications, i checked and called the defice and the call was received.
UPDATE 2: Okay so I am able to receive and make calls, HAVE DATA (Go to thread at bottom of this post to find out how to get data to work ) and can receive texts BUT AM NOT ABLE TO MAKE THEM!
UPDATE 3 (24/01/2012): I can confirm you can receive signal and data with Ice Cream Sandwich (ICS) and Gingerbread (GB) ROM's but the SMS not send problem is the same for all ROM's (until we get S-OFF and hopefully the Developers Port/Create a GSM or Hybrid GSM/CDMA radio )
UPDATE 4 (26/01/2012): I would like to say thank you to Droid Life, for the acknowledgment of my thread ,and hopefully with this spreading the word more we can get the Radio/Fix (after we get S-OFF) to the SMS/Texting not sending problem, and the HTC Rezound would be (like it should of been ) a fully World Phone . UPDATE 6 (03/02/2012): The HTC Rezound has been confirmed to work and receive data on T-Mobile USA, same SMS issue for everyone (Hopefully fix soon ).
UPDATE 7 (06/02/2012): It has been suggested that the SMS issue could be down to framework being incompatible, and it has been said that DEVs may be working on this for us, so in advance THANK YOU!!! and hopefully we are closer to having the SMS issue out of the way!

1. Go into Setting>>>Wireless and Networks>>>Wi-Fi Settings then pree the menu button (Physical button) and choose advanced.
2. When in advanced set 'Wi-Fi sleep policy' to 'After 15 min'.
3. Make sure you have entered correctly your APN settings for Mobile DATA/Internet AND SELECTED IT!.
4. Connect to a Wi-Fi Network (Preferably your home network).
5. Now turn off the phone screen/lock the phone (Do not turn it on anymore till after the last step)
6. Now go out of range of the Wi-Fi Network you are connected to, and when you think your out of range start timing 15 minutes (I usually wait 17 Minutes just to be sure) and remember to not turn on the phone screen until the time is up, and do not go back into range of the Wi-Fi Network you where connected to until the time is up!.
7. After time is up you should HOPEFULLY have DATA!!!!!
(I ALSO SUGGEST THAT YOU SET THE NETWORK TYPE TO WCDMA Preferred (Which is what I use, but this option will only work if your network/carrier supports it, and I'm guessing most do, and why not if you have tried everything else ))
This method worked 3 out of 3 times I tested for me, and I also suggest you do this when going out somewhere. HOPE THIS HELPS GUYS!!!
UPDATE 9 (20/02/2012): Still looking for fix to the SMS/Texting problem ,have just tried another suggestion of entering a PDU format of carriers SMSC number but still no luck (Apparently this works for AT&T so if you have them as your carrier you may be in luck).
UPDATE 10 (08/03/2012): There is now a Bounty thread in the HTC Rezound General section, for the Developer/s who solve the SMS/texting problem, so please if you also would like this problem fixed go to the thread and add a stated amount of at least $5 in either the thread as a reply, or Private message me with the amount and I will add your name to the list
UPDATE 11 (19/03/2012): People have tried and confirmed that the latest RUU is able to send SMS flawlessly, and also there is no annoying 'SIM Unknown' message on lockscreen!!! YAY!!!
UPDATE 12 (22/03/2012): I cannot test as I am away at the current time, but I think the ROM which allows SMS and doesn't have the Lockscreen 'SIM is from unknown source' message is the Sense 4.0 Alpha 2 by newtoroot, can anyone test?
FINAL UPDATE 13 (20/05/2012): Well Done Joelz, the only person/developer to show a real interest in the GSM capabilities of the HTC Rezound, and he has now succeeded in fixing the problem of SMS not sending!!! Well Done mate and please everyone show your appreciation

Okay first off I can CONFIRM THE REZOUND IS A GLOBAL PHONE (lets just get that out of the way).
EVIDENCE
Okay so I purchased my HTC Rezound form an American eBayer and he shipped it to me just after Christmas (i live in the UK), i was already under the impression that the Rezound was a global phone but just before it arrived everyone was saying that it doesn't have the GSM or WCDMA networks which made me sad
But when it arrived i thought i would try what i thought would work, sooooo i place the sim card in the phone and powered it up. After setting it up i went to the phones dialer and dialed: *#*#4636#*#* and then went to phone information and changed the network type. I was shocked to find that there was many options including 'GSM only' and 'WCDMA only' . So i switched the phone to WCDMA only and the phone picked up signal and showed T-Mobile in the notification bar .
(I got my data by adding the T-Mobile APN and then going to wi-fi settings>>advanced and changed the time till wifi switches to mobile network to 15 mins (then waited 15 mins after screen lock))
OTHER POSSIBLE METHOD FOR DATA! 23/01/12 :
Enter APN settings (make sure this is correct for the Internet/mobile data of your SIM Cards carrier) Turn WiFi on and then turn it off.
Then make sure Mobile Network is turned ON, and make sure you are receiving signal.
Now take off the battery cover and leave off until you see that you have no signal (This is when there is a cross on the signal bars)
Now put the battery cover back on and wait for a moment and hopefully you should have DATA!!!

Problems (That i think can be fixed)
1.Lockscreen message that says "This SIM card is from an unknown source".
TEMP FIX (Until Reboot): If the ROM you are using has the tweaks menu (MikROM) then you can go to Miscellaneous Options>>>Choose Lockscreen Style and select 'Android Lockscreen', Then Restart or Hot Restart and change the option back to 'HTC Sense Lockscreen'. THIS WILL REMOVE THE 'This SIM card is from an unknown source' message, but this process must be done every time your battery dies or you turn off the phone.
(still better than the ugly message every time you turn on the phone screen).

This would be a pleasant surprise, but the FCC filings did not include the GSM bands from what I can see.

I Had My SIM Card Replaced Mid November And The Verizon Rep. Asked Me If I Went Out Of The Country; That To Me Sounds Like It Is A Global Phone.
This would be amazingly pleasant. I was just looking to buy a global phone.
I may have some pleasing news to share later on as i am going over families tonight and my cousin siad he would bring his phone with his UK sim card (T-Mobile) (he lives in the UK) and hopefully when i purchase an unlock code i can confirm whether this is a global/GSM supported phone or not

I believe there was a thread on this when this phone first came out. They said this phone is set up exactly like the Thunderbolt and it is not a global phone. They said you could possibly use it on a CDMA network in Europe, but not on a GSM network. Someone just needs to ask VZW.

I spoke to HTC directly about this very thing. I discovered the other radios with the PHONE INFO APP (WCDMA, GSM (only), GLOBAL MODE, GSM+LTE/EVDO auto, GLOBAL LTE MODE) along with the standard CDMA+LTE/EVDO auto and CDMA auto (PRL). Also so confirmed by when I pulled of the back battery cover and exposed several of the gold plated radio antenna's. The HTC tech support manager said to me that HTC Rezound is a world phone despite Verizon's tech support claims that it will only work on Verizon's LTE/CDMA network. HTC's tech said that this phone will work any where in the world. All you need is the SIM card and the SIM Card unlock codes that Verizon should provide to you if you have been a customer long enough. She further said that you can ONLY GET THE CODES FROM VERIZON'S TECH SUPPORT, NOT FROM VERIZON CUSTOMER SERVICE.
She said with the SIM Card and Codes the phone will operate any where in the world where their is a cell phone signal. Depending on the Network it's hit or miss on having data service, but you will be able to receive and make call plus send and receive text no matter with or without data service.
VERIZON Doesn't advertise the Rezound as a world phone and will tell you it's not, they don't want us to know it's a world phone
Bottom line with all of the other great things this phone does: direct to tv plug, great camera, hd video,(Dr. Dre) Beats audio, speed, smoothness, ect...
This is the best phone on the best phone on the Market by far.

I have European SIM cards at home. I will try one and see if I can get an unlock code from Verizon. This is really worthless he said/she said. I'll post a short video if it works.

It should prompt you for it as soon as you turn on the phone with anything besides a Verizon SIM in it. I'll update tonight. I'll let you know if Verizon gives me a hard time about the unlock code. Thanks.
OK, so update. I went ahead and inserted a "3" sim into my Rezound. The phone boots and says that "This SIM is from an Unknown Source."
It does not prompt for a SIM unlock code and does not pick up any service.
I am not surprised.

Okay just got the htc rezound today and put in my T-Mobile UK sim card, and switched to "WCDMA only" mode, and without unlocking it picked up signal (i live in uk) it also says t-mobile in notifications, i checked and called the defice and the call was received.

Semi-related: We're on AT&T and have a shared data plan, and tethering is allowed by AT&T. Is there a hidden hack he can do to enable it? The phone will not allow it right now, and AT&T can't help him out because they don't 'have' the phone.

But I'm on Sprint so I can't just move my sim over.
It may live out it's life on just WiFi.

I was at build also. I spent 2 hours with AT&T techs yesterday, and could not successfully get internet sharing working.
I'm getting a feeling that the firmware on the build phone isnt final, and we may have to wait for a firmware udpate.
To get internet sharing to at least load without saying call at&t or that it wasn't supported, I had to configure a new apn named "broadband". None of the pre-configured apn settings work for tethering.
But once I did that, I can connect to the hotspot, but the phone does not want to route any data through it. So devices connect, but cannot connect to the internet. Its quite odd, and the AT&T techs were stumped.
It probably lacked AT&T's specific module for tethering. You may need to 'upgrade' to AT&T official ROM.
Broadband APN is tied to your account. When you are eligible to use tethering, it get enabled. So, I'd double check the account setting on AT&T side.
On Android phones, I know tethering is secretly routed through a hidden broadband APN built inside ROM's SQLite config database while normal phone connection is routed throuh ptr APN (for LTE). With a rooted Android phone, you can change the hidden APN back to ptr and get around the tethering account requirement.

All LTE phones require a SIM card. But for Sprint and Verizon, currently they run phone calls and SMS on CMDA side and data on LTE side. So the SIM card for Sprint and Verizon are in fact data only. Verizon is actively testing Voice over LTE and promised to deploy them in near future. When that happens, CDMA will no longer be used. Everything will be over LTE. But that is long way to go.
On the other hand, this phone actually works with T-mobile 3/4 G as well (it is penta-band unlike the AT&T retail version). So, you can as well get a prepaid account for T-mobile. There is no Sprint WP8 phone come out anytime soon.
Just out of curiosity, when you start the phone up, do you have a carrier splash screen?

I've got a Lumia 900 on the account, and tethering is enabled, and that works fine. if I'm not using the broadband APN, it actually tells me I have to call at&t or go to the AT&T web site (giving me the exact url) to add the service to my account. So I'm not sure why it actually doesn't work on the 920.
Hopefully someone will figure it out at some point.

No, it is a dev phone not specifically designed for AT&T. You can't even get cell data connection before you make a manual selection of APN for AT&T.

That is because your Lumia 900 is an AT&T branded phone. This one is not. And AT&T has special requirement/software for handling tethering. If I would make a guess, AT&T uses Broadband APN to test if you qualify for tethering but use ptr (for LTE) for actual data transmission once verification passed. You actually have to have a USB broadband stick on your account to use Broadband APN for data transferring.

I suspect that is true because when I first powered it up, it defaults to Canada region settings and time zones.
Anyway, I played with different manual APN settings. It seems that the phone firmware is hardcoded not to allow tether for both PTA APN (for LTE) and Phone APN (for HSPA+). Any other APN will be ok but my phone with my current account settings (unlimited data) won't let me use either AT&T 3G APN (wap.cingular) or anything else for internet connection. So the end result is the same.

For anyone wondering, my dad figured out the tethering. Oddly enough, he installed the Spanish keyboard and Internet sharing turned on. Weirdest thing ever but he claims it worked. You can change it back to English after. He found this on some forum post he said. Regardless, problem solved!

Thank you! Adding a keyboard (in my case, I added Spanish(Mexico) causes the phone to download an OTA update. After the update process finishes, the tethering works without changing APN. So, now I can freely tether my tablet to it on my unlimited data plan!

sadly, this didn't work for me on AT&T. I tried both Spanish updates, but still cannot tether.
There is a lot of attention regarding this Dev Kit due to the fact that is PentaBand.
Hopefully Microsoft and/or Nokia USA will make this model available, maybe over the Microsoft Stores?
Microsoft announced that all Windows Phone 8 devices will be available for purchase across Microsoft Stores and microsoftstore.com

Did your phone go through a few reboots to apply the update? Which APN is your phone configured to use? This Dev phone comes with 3 preconfigured APN for AT&T:
* AT&T LTE1
* AT&T LTE2
* AT&T 3G
Only AT&T LTE2 will fully function for this phone.

I seriously doubt it. They need carrier's approval to sell anyphone with carrier's LTE support. Take a look at Google's new Nexus 4 dev phone, it contains no LTE what so ever. The last gen Galaxy Nexus with LTE is a Verizon branded phone and can only be purchased via Verizon.
Installing either version of the spanish keyboard did not allow tethering. My APN settings just say "AT&T" . The difference is my phone was from AT&T so it probably has some other lock on tethering. More details on how this was done would be helpful unless it just isn't possible for me. I was already prepared for not having tethering with my unlimited plan anymore with my lumia 920 (came from android where custom roms allowed for tethering) so here's to hoping it is possible at some point.

I have information that I would like you all to examine. However, I cannot post the three images or the IP addresses of the DoD Network Information Center that are in the log files on my phone.
I think this is important and if not then no harm or foul. Is there someone I can send the post to that can look it over in the event there are any questions as to my motives or its legitimacy? I think this information needs to be made public as soon as possible.
Here is the information that I was going to post above. I'd like to know what this means as relates to their being a .mil IP address (22.230.19.19) associated with the Kernal, Android System, and Google Play services of this phone. I note that at the time of this particular event I had the phone in wifi mode only to update a couple of apps. Then I turned the wifi off. Wifi is only used for updates otherwise it's off.

So yesterday I installed the 'Android Firewall' from the Google Playstore and just today went through the settings. It has the ability to log accepted and rejected information requests. There are no hacked or cracked programs on my phone. It's straight out of the box with only five or six paid apps and the rest free and available on the Google Play Store website.
I checked all of the IP addresses in the firewall log file and found this one; 22.230.19.19. It's the IP address of the DoD Network Information Center.

So I looked up the IP address 22.230.19.19 on this website and this is what was returned. Red diamond (or square) marks the spot of their facility on this map.
Then I did some further investigation with a program I have that returned this information on the IP address 22.230.19.19.
Anyone smarter than me have some information they'd like to share? Since I was on WiFi at the time would it have anything to do with my home network as opposed to the phone and why would a .mil IP address be interacting with the phone's kernal and android system? I can see it with the Google Play Store since Google was created with CIA seed money.

It's a T-Mobile Alcatel Onetouch Fierce. Three weeks old at most. Only have a couple of free apps on it and no more than five paid apps. Rooted. Factory ROM.
Something strange happened to my T-Mobile Samsung Exhibit II 4g the day before I had to buy this new one. The Exhibit II 4g was working fine and then went into an unrecoverable boot loop. Not just any boot loop but one that wouldn't take or allow me to perform a factory reset. It was as though someone had sent some malicious code to the phone and sent it into a death spiral.
I could take the battery out of it, put it back in, and it would immediately boot up. Normally I'd have to hold the power button on for about three seconds but not then. Nothing I could do but replace the phone and I lost a lot of precious data in the process.
I called the DoD Network Information Center and spoke with a tech who said that they only deal with military IT at that center. He told me they have no association or affiliation with private corporations rolleyes and that I needed to contact my cell phone provider. I called T-Mobile and all the woman in their second level tech support wanted to do was do a complete factory reset on my phone. She didn't seem to understand the potential gravity of the situation and why I was calling.
Here are two more screen shots of the firewall log on the T-Mobile Alcatel Onetouch Fierce except that when these images were taken the phone has been in 4g network access mode only. WiFi has been off for about two hours now.

I thought for sure that this would get at least a couple of people curious. Why my phone is communicating almost every minute with the U.S. Department of Defense Network Information Center doesn't seem to be of great interest to most here. With the spying revelations going on I'd have thought that someone here must have seen something similar to what I'm seeing on my phone.
I'm not the most knowledgeable when it comes to the Android OS and individual that has a phone like mine apparently isn't getting the same network filtering through the Department of Defense Network Information Center (22.230.19.19) that I see on my phone as evidenced by their IP being involved in just about anything this phone does.
As I said before, there are no cracked or hacked apps. It being rooted is as close to it being hacked as it's going to get and there are no custom ROMs available for this phone; the T-Mobile Alcatel Onetouch Fierce. I thought that maybe it had something to do with the weather app I have installed but that app developer wouldn't be using military computers that I've been told are for military use only according to the DoD Network Information Center technician I spoke with yesterday.
Was just told that I could take screen shots and not have to photograph the screen as I did yesterday. Not up to speed on Android yet but getting there.
Here are two more screen shots this morning. It appears that any time an app accesses the Internet that information is sent to the DoD Network Information Center or passes through that facility. Their IP address is 22.230.19.19.

Is it possible that someone is spoofing the DoD address and if so wouldn't it have to be a pretty sophisticated operation to know what network my cell phone is on at any given moment?
Again, there is no cracked or hacked software on my phone. What is on it is straight from the Play Store either purchased or free.

It's just a data centre it's referencing and it could be anything that is hitting that IP, such as a time and date check. Time and date servers are often based on the most reliable large data centres. Those large data centres often have contracts with large clients such as the DoD.

No. It is something. I called the data center myself and was told that they only provide service to the military. They have no commercial customers and have no relationship with cell phone companies. It's strictly for the U.S. military and its various branches, agencies, and organizations. Others have seen this on their phones as well and straight out of the box.

I hear ya bro. Problem is the "sheople" won't, and don't want to. One thing to consider here is that this site seems to cater more toward the "big guys" who are ultimately THE problem. For example; I am on a smaller carrier, but I have one of the most popular Android devices on the planet. There is all kinds of info here for the same phone offered by the "big guys" but in order to get anywhere with my device, I had to go elsewhere to find what I needed. They ARE part of the problem! Anyone who is "in bed" with the "big guys" aren't going to give you the time of day.
I'm definitely not qualified to offer any educated advise or answers but I can say that you would most likely be taken more seriously if you find other arenas to discuss this issue. I am just as concerned as you may be, if not more so because it goes much deeper than cellular devices, or even technology of any kind. I have my suspicions about almost anything these days. That's what comes with being a thinker and seeking truth.

Interesting scenario you seem to be having, sounds as though you are or were forced to buy this unit....which relates to some topics
in [INFO][Who is Spying & Monitoring you] Google removes privacy feature from Android , that's why I linked this thread there, maybe when you get to the bottom of this, we will know for sure. one option would be to test your SIM card on another phone using the same setup wifi. or try assigning a static IP to your phone and observe it.
Frankly, hackers are much more sophisticated than being able to be blocked / tracked by a simple firewall. But all avenues should be explored. good luck

I think I've figured out a possible reason for the DoD Network Information System connecting to my Alcatel phone. Very likely it was the program used to root the phone.
After rooting there was a program in the app list with Chinese letters. I'm wondering if that program written in Chinese hadn't implanted some malware causing it to send information to China and therefore, this behavior seen as suspicious and my phone targeted by the NSA, the military, or both. Anyone having an Alcatel One Touch Fierce that's been rooted should look in their app list for a program with Chinese characters. Maybe someone could tell me what that program is. I don't see it on the S3 list of programs.
I can't say it wasn't on the Alcatel before I rooted it, but doubt it.
Have you figured out anything else about this? Do you still have the phone and is it still communicating with government IP addresses? Were you able to get rid of that Chinese app and figure out what it was doing?
I ask because I found that Chinese app on my Fierce after rooting with Framaroot too. At least I didn't notice it on there before that anyway. I've since reset my phone and that app disappeared. I've implemented a strict whitelist firewall with Afwall+ but I don't know enough about the Android OS to really know what behavior is not normal.
The one thing that looks strange to me is it looks like all Internet traffic is trying to go through the kernel according to the firewall logs. The internet still work with the kernel blocked by the firewall so it must not be necessary for normal functioning.
Also whenever I connect to Google or any Google services I also connect to a range of IP address that resolve to tmodns.net. They're HTTP requests and I have my DNS set to Google's servers so it shouldn't be DNS related. When I use my browser to navigate directly to the IP addresses it takes me to the Google homepage. This is probably just a T-Mobile thing but it seems strange all my Google activity should route through them.
Overall this seems like a very insecure phone in general. There are a ton of Mediatek apps that don't seem essential but have basically full permissions to everything.

Looking into it further it appears that T-Mobile is just using Dod IP ranges for their internal network. Over the last few days my phone has been aassigned IPs in the 21.0.0.0/8 and 30.0.0.0/8 blocks. A traceroute on these IPs dies before leaving the internal T-Mobile network.
Though I am still wondering why I have to connect to T-Mobile servers in order to access any Google services, if anyone has any insight about that.

Sometimes developers use shortcuts to avoid further development of something that can work even without stuff like the IP, so in these case some smart guy may decide that since he has no need of tracking the IP but he must put something in call that look likes an IP he cheats in the code, using somethig like 11.11.11.11, very quick and very probably he will never realize this is one of the DoD Pubblic IP range.

Your not crazy, my metro pcs android phone also has a DOD IP number on it 26.235.168.219
I called DoD they do nothing, I reported to FCC and FBI.
Metro Pcs are dummies and know not what to do they said it might be ransomware had me hard reset the phone 5 times and that IP is still there.
Finally I threw a fit at the Metro Pcs Corp. Store here in Las Vegas, They ordered me a new phone.

Someone had told me that if I kept digging, I would find something. The way it was worded implied the "something" to be, not positive. She was right. Sorry to revive a dead thread. Just today I turned the wifi off on my Boost Mobil to get the default network IP from my "about phone' tab. I then took that nad plugged it into "who.is", and sure enough, the ip is routed through that DoD Information center in Columbus OH. No wonder my 4g is so slow, im being routed through a government proxy server. I'll be searching for a new provider now, but I can't help suspect that they are all doing this now.

Well, it worked! I had crossed fingers and a chest full of dread as I began the move from Verizon to Straight Talk. Read many a post that said it could be done, some that said it couldn't, and a few nightmare posts about something going wrong. I did this with a rooted, but otherwise un-modded Galaxy S4. No added ROM's, kernels, or hacked or cracked anything. I'm not even sure you need to root it, but I was bored the other day and thought I would give it a shot.
I went to Straight Talk and ordered the SIM card kit for the BYOP program which was a $55 investment with the 30 day time card. I chose the AT&T Micro Sim Package which doesn't matter as the SIM I received was a normal sized SIM with a micro break away cut out as well.
I fired up the Registration/Activation page from Straight Talk, filled out all the info being sure to use the SIM card serial in place of the MEID/IMEI, and ported over my number from Verizon. Verizon has no PIN, you just need to provide them with your Verizon password for your account.
After that, I called ST which was a PITA, but I wanted to make sure everything went through fine. After hearing the verbal warning about how the SCH-I454 may or may not work with their service, and hearing how there is no refunds for the SIM card or the time card, I said go ahead and activate the SIM. He did so after reading me about three pages of BS and then telling me it could take up to 2 days for the number to be ported.
I continued to play with the phone with the VZW SIM in it until it went dead (about 30 minutes later), then switched out the SIM and began the conversion.

Voicemail:
I noticed I had a Voicemail icon, but when I clicked on it, it routed me into the *63 loop of "Call can not be completed, blah blah".
This is due to Verizon using a different access for voicemail than ST. It is easily fixed.
Go to settings/my device/call/voicemail settings/voicemail numbers
and enter your cell number.
Now when you click on the VM icon or press and hold the 1 key, it will take you to your VM.
If you have a VM icon stuck on your screen, simply call your cell from a different number, leave a VM, then retrieve and delete it and it should disappear.
Verizon Bloatware Removal (sort of):
I figured since I wasn't on Verizon anymore, I could go ahead and get rid of the VZW bloatware all over this thing. There are ways to do it, that I found on these forums but I'm not very savvy when it comes to installing ROM's and such on phones so I chose to just play it safe and go to
settings/more/applications manager/all
and Turning Off everything that said or started with "Verizon".
Day 2: Continuation of Self Education
So I started receiving annoying pop up messages asking me to sign into my Verizon account. I could menu tab out of it, but it was mucho annoying. So I started digging deeper into this glorious website and the forums and learning about Safe Strap, ROM's, and flashing modules.
This led me down a bright path.
I ended up following the directions on this site in regards to installing Safe Strap v3.71 from Hashcode and the RootJunky (Tomsgt) Youtube installation video. Backing up the Stock ROM and then decided on the Hyperdrive RLS14 from sbreen94. Following the directions as outlined in the RootJunky (Tomsgt) YouTube videos, everything installed easily and I had zero issues.
Now in order to use Safe Strap, you will need root access, but finding that information on here is fairly easy. Easiest way is to search for the Tomsgt post where he links a lot of his videos. I believe it is even a sticky.
If like me, you are brand new to this whole thing and a little intimidated, it's okay. Just take your time, don't get in any hurry. Watch the installation videos prior to beginning your own installation, and just be careful. You are in good hands here.
Continued Discovery:
One of the side effects of switching over to ST from VZW was the addition of having the + sign added to calls in the call log. Now this didn't affect making calls or sending texts via your contact list, but if you tried to call back from the call log, the carrier assumed you were trying to make an international call and would drop it.
There is no way to fix it via the Calling options in settings but I did find a work around. An app by the name of Prefixer, put out by 253°Below (253below.com).
With this app, you can set rules to drop the + sign from outgoing and incoming calls. It's still going to show up in your call log, but when you tap a name or missed call to call them back, Prefixer automatically removes the added symbol and everything works like a peach!
Reclaiming Device Space:
Flashed HyperDrive RLS15 over the stock ROM this morning. Flashed the Modules before reboot and after install. Only issue I had was TouchWiz Home crashing on occasion, but a kindly soul on here told me it looked like it was an issue associated with restoring data. Although I didn't restore data, I also chose to just flash over the Stock ROM and use the installers Wipe/Factory Reset option instead of wiping the ROM slot first (Dumb move). All I had to do was boot into recovery with SafeStrap and Wipe the new ROM, reboot, and good to go. Now have close to 6Gigs of free space on the Flashed Stock ROM.

Got a new job that takes me all over the state of California and can absolutely confirm that I have 4G LTE from ST on this phone, with the above APN, when I am in an area that supports it.

I haven't even tried. I may look into that a bit more and see what I can find. I tried a few different listed APN's, but to no avail.

I'm told in my area that the Straight Talk service uses Verizon towers. Does that sound plausible? If so, I imagine the switch over would even be less of a hassle :fingers-crossed: $70 a month savings sure sounds tempting as my contract runs out this fall.

It doesn't look like ST has 4G in my area, so I can't really help out with that other than just making wild guesses and such which wouldn't really be any help to anyone. Sorry.

I believe they do, but it's all really dependent on phone model and area. You won't be able to use an S4 on a Verizon tower through ST. You would need to have ATT or TM service in that area to support the GSM for the Galaxy S4.
Verizon S4 will not work on ATT LTE, but will work on 3G. This is due to different LTE bands. As far as ST using Verizon, the older CDMA ST phones use verizon. ST is moving towards GSM hkwever.

if you use the straight talk or net10 tmobile sim card in your phone you will get 4g LTE with the att sim its just h+ I was getting around 15mb a sec download speed with the tmobile net10 sim card.

When you order a SIM card from ST you have two options to choose from, the AT&T based version or the TM based version. Both are ST SIMS, they just run on different networks.

Strange, I haven't had any issues with MMS. What APN are you using?
Update: I actually had this happen to me the first time I renewed my monthly plan with ST. Just have to call and have them restart your plan to fix the issue. I used to work for Virgin Mobile and knew exactly what the issue was but it still took the ST guy about ten minutes before he grabbed a supervisor and they confirmed it.
This is assuming it worked in the past.

It would be phone dependent, if you are using a ST phone it would need to be one that has the letter "c" at the end of model number. I do not believe you can use VZW towers with a BYOP SIM, but I could be wrong.
