Tool copy file and system samsung , build dump rom samsung ?

Hello all forum members,
Can you tell me if there is a tool to copy .apk files to the system?
for example, copy the .apk file to the system/app , system/priv-app , system/framework directory?
copy it in and get permission to 644?
and is there any tool to build rom samsung .tar in windows for android 10-11-12? please help share, thank you
