[Q] Verizon activation process won't stop. - Verizon Samsung Galaxy Note II

I am currently trying to flash a Verizon Samsung Galaxy Note 2 (i605) to PagePlus. I have rooted and unlocked using Casual. Currently running Stock Rooted (root66) but I have also tried using CleanROM VZW with the same results.
Currently I am able to make/rec calls and txts on PagePlus when the SIM card is NOT in the phone. When the sim card is out of the phone, I cannot get a data connection (1x or 3g)
Whenever I put the VZW sim card in the phone, it cycles through Verizon automatic activation mode (*22899?) repeatedly, freezing the phone from being accesible (Please wait while your phone is being activate msg) until it eventually times-out after 3 or 4 tries.
I have tried renaming /system/app/setupwizard.apk to bak, but that has not helped stop the activation.
Can anyone tell me what (or how) I need to do to get this phone flashed to get 3g and/or stop this annoying Verizon activation process?
The sim card I am using is brand new, purchased from VZW and is not tied to any account.

I just got an unlocked international version of Galaxy S3, and I need some help please!!

I went to Walmart to get Straight-Talk($45 unlimited data) but I realized that I need a sim card first??
(Not sure what voodoo thing is either..Sim Free?? Explain please )
When I called Straight-talk to ask things about sim card, they kept asking me what my service provider used to be even thought I kept saying that
I didn't have any because it was an international version. So, now I don't know what to do. Should I get a sim card and then use straight talk to text/call/etc? or can I go without a sim card??
Also, can I use at&t unlimited data($50) without contracts? which sounds better than straight talk.. Need help!! Thank you so much!!
The sim card allows your phone to connect to the network. You NEED one. Call straight talk or go to the website and order one.
You would be able to use AT&T prepaid but if they find out you are using a smartphone they will disable your data.

[Q] Verizon S4 tries to activate on AT&T

UPDATE:
Fixed the problem but putting CM10.1 on the device and changing the cdma subscription to SIM
I bought a Verizon S4 from swappa that had been rooted and unlocked and used on the AT&T network. With a factory reset I couldn't get my sim to work in the phone and so I used Odin to completely restock my device to stock everything. I took it to Verizon and after a couple of hours of trying to figure this thing out they confirmed that it was not attempting to connect to Verizon but AT&T.
Anyone have any idea how I can make it try Verizon instead? I was thinking I'd be rooting it again but I'm pretty lost.

No service / emergency calls only on AT&T.
Help please - on "new" unlocked GT-I9100, running SlimBean 4.2.2.build.7-OFFICIAL. This phone is for international use, but my sister-in-law is trying to use it in the states on AT&T prepaid. The phone gives all indication that it's unlocked successfully. Note that the same issue happened on 2.3.5 stock, so it's definitely not the ROM.
No signal or service on a new AT&T sim card (prepaid). Brought the card to the store, tried a different one, same issue.
Available networks: "AT&T" & "US". Clicking on either gives "Can't register on this network right now."
Tried a friend's T-Mobile SIM card, got weak service but was able to make a call successfully.
Running basebank I9100XXKI4. Had KI3 originally, same result.
ESN is clean and unmodified. Passed online ESN verification sites.
Any and all advice is appreciated!
What's the status on this??? I bought an s2 gt-i9100 of ebay. The phone works just fine with tmobile but stays on emergency mode with full bars on at&t. It's really weird since my tmobile sim is 7 years old and the at&t is only 2. Any help on this is appreciated.

Except I am unable to activate the phone through the verizon *228 method.
when I dial *228 it just says physically on the phone "A Verizon Sim card has activated your service and updated your phones roaming capability"
but then I got to call someone and it says I have no service.
I also transferred my service to my old Droid X while I did the rooting just in case that has anything to do with it.
Someone please help, at this point im about to return it to stock.

*228 is for 3G devices that have no sim. Thats what Ive been told and what ive experienced. Now you said no service, are you getting any bars or is it no bars at all. Have you tried going to mobile setting and toggling lte/3g mode. Also have your tried the hidden setting either by dialer and changing lte/gms/3g modes and then going back. Sometimes it may get stuck in a radio mode that doesnt get signal like in gms mode. I had been in the same situation and fixed it by doing the above.
New Sim card probably. That's your best bet

*228 is only for CDMA devices only, not CDMA/LTE. Your problem is that you activated a non-SIM device on your account after having a SIM device active. Doing so de-activated your SIM card, so you're going to have to go to a VZW store, or call VZW to get a new SIM to have service on your phone again.

[Q] Kyocera Brigadier (Verizon) Updating while Overseas using Verizon SIM

I want to update, and I am not looking to root the phone etc.
I am happy to get a Verizon SIM sent over and use it to do the update. I assume that the update download itself happens over wifi, and that the SIM/network access is only going to be used to authorise it.
Can anyone give me some clues about which of these 3 scenarios below is likely to be true, before I go getting a sim.
1) It just needs a verizon sim installed. Both the authorisation and download will update over wifi, even if the sim has no credit and doesn't have global roaming, and even if the phone doesn't have cellular coverage.
2) It needs to be connected to the (overseas) cell network and have working data access , using a verizon sim.
2a) must have global roaming enabled
2b) need to have credit for XX MB of data?
3) It needs to be actually connected to the verizon network itself, in the USA.

If 1) then I get an old sim off ebay with no credit and no working account
if 2) I get a prepay sim from verizon posted over. Can I activate it outside usa, or I need to get it pre-activated in USA?
if 3) I'm screwed, and I have to physically sent the phone back to USA to update. Will a verizon store will the upgrade it for me, if I get someone to take it in?
