This is how i would try to solve it:
Enable "Show touches" in Developer options and test if it recognizes the touch, if not then it will be the screen.

Hi yes it does recognize touch, so does this mean there is something wrong with the digitizer?

If you mean direct shortcut to settings You can do that with adw launcher.

I belive no since in ICS the most of settings you commonly use (such as Bluetooth and Wi-Fi) are accesable from the main Settings window anyway.
Running applications, for example is not. There must be a way, otherwise it's non sense...

I figured it out. You can put it from the Widgets tab there is a settings shortcut and then u can select which part would you like.
