You can at least do that with FXP CM9.
Personally I have always this activated.
"settings"->"settings for developers"->"show touches" (or what it is called in English)

I checked the ROM but they are not specific. Is there a Jelly Bean ROM with all the S3 goodies? TouchWiz...Lockscreen, Toggles, etc?

ROM and kernel are device specific, so nope. different devices have different hardware and require different drivers and stuff.
