the 2011 is not an x10 mini but just a mini, there's a separate forum for that

11w49 is past 11w29, so it may hardbrick when you unlock the bootloader.

Are you asking about X10 Mini or X10 Mini Pro? The ROMs are different...

if you mean on a phone that is Sim unlocked then yes it is, read the lasers thread about it to find exact details

First question: Yes, if you have a SEMC Simlock certificate or if your phone is sim-unlocked using Omnius
