I need a Flash Player to watch flash videos on HTC Explorer and Samsung Galaxy Ace S5830.
Which is the best ? Or should I install a browser ?
Both ARMv6 devices so don't expect much to work. There are unofficial flash apks out there for ARMv6 but performance isn't that good. If you want decent flash player you'll need an ARMv7 device.

In this thread it shows HTC Explorer is an ARMv7 device.

Oh, you're right, I saw that it had a MSM7225A SOC and thought it was ARMv6, but the SOCs with the A are actually ARMv7. You can try the Android 2.x flash apk from the site in my signature. For a browser you can use the default one that came with your device or a 3rd party one like Dolphin Browser, etc.

I installed Dolphin Browser & SWF Player - Flash ®FileViewer on both the phones.
On Galaxy Ace, the site worked using the Dolphin browser and SWF Player seperately, but the images are moving in frames i.e still images moving after 5-10 seconds. On Explorer, the site didn't load anything at all using both seperately.
I don't know, why !
Skyfire??works ok fr me

I try to keep it updated all the time, right now the latest version is up. You can always go to the direct Adobe link at the bottom and see. But newer releases are all just security fixes that aren't adding any new features, they will never make anything past version 11.1.x.

By Theme I think you mean the launcher? Right? As for the music player, you can easily obtain the apk from system apps on a rooted Samsung ROM. You can simply download a stock Samsung ROM that you like, extract and steal the apks! Lock screen... Not too sure, it may be a system app? If not Go Locker and apps like that have themes and are a lot more customisable for a ROM! I was interested in making a ROM too, so let me know if you do ^_^

2.stock based ics
Samsung "apps" require twframework to run ..It's proprietary so it cant be ported..
Try using theming apps ,e.g,golauncher + touchwiz theme, miui music player with Samsung look... And I think there is touchwiz lookalike notification panel somewhere in themes section ...
There are also two "touchwiz" roms in dev section ,check them out and ask the Rom author or team up with him ...

can u suggest which base to use??
cm or stock??
Thats your choice...
You will get more peeps with stock Ics/gb base ..since they are compatible with both bootloaders...
Cm roms are compatible with only unlocked bootloaders...

See for checking every thing which is working or not you should go first to Stock ROM ,Flash stock via odin then check whether its working or not and which third Party app your trying to check ?

Starting the camera flash in torch mode via the standard API is not implemented on most Galaxy Ace models and that's why the camera apps from the market, which use the standard method, do not work. The result will be the same with different ROMs, because the ROMs use the same system drivers as the stock ROM.
I know this might be irrelevant but flashlight works on my Samsung Galaxy Ace S5830 when using Cymera and other camera apps.
I search the camera Note 2 or S4 for SGS3 with slow motion and fast motion, but is just for s3 4.1.2 stock, i have 4.3.
