I would also like to know the answer to your question.
Install. A stock rooted odexed rom. delete superuser.apk from /system
install stock recovery found in the international forums ( do this in fastboot)
issue the command fastboot oem lock in fastboot
the bootloader will say relocked, and I think it will still say tampered, but I'm not sure

No. Unlock_code.bin is specific to the phone you get it for.

It shows in BootLoader "Relocked" Though....They will still know.
If I can fix it tho... its all mine and im never screwing with it again. Itll suck tho if they wont take it because of the bootloader. i read their policies and stuff and didnt see anything about the bootloader.
I fixed the device.

keep trying to flash your token (maybe use a different usb port) make sure that the file is in the right location so fastboot can access it and its case sensitive and remember it might take several tries
Code:
fastboot flash unlocktoken Unlock_code.bin

You won't be able to flash a rom or kernel if your s-on and locked. The only thing you can do is try and unlock bootloader or run RUU and restart from scratch
I can't unlock boot loader. Went thru the process and it said the token was too long. So I guess I'll look for the RUU and give it a go.

At what point did it say that? When you are trying to get it from the HTC site? If that's it you are just copying too much. Make sure you don't copy any extra characters at all.
If it's when you are flashing the unlock token bin file then I agree that you should just run the RUU and get back to fresh stock then try again.
Use the RUU that is the .12 version rather than the global leak, unless you have already run the global leak one, if you want to be able to take the newest OTA.

And your bootloader is locked? You talked about getting the unlock token, did you unlock it again before RUUing?
It needs to be locked to run the RUU.

Try this:
fastboot oem rebootRUU
fastboot flash zip {nameofruu}.zip
Or place it on your sd card and flash it in hboot
If it's an exe file you need to double click on that on your pc while the phone is connected.

Can you boot into a rom as normal, or are you stuck at the bootloader screen?
If you're stuck at the bootloader screen, then I would find a way to unlock your bootloader (try HTCdev, hopefully it will still work) and then flash a recovery, a rom and then finally a kernel. You might need to run a stock RUU before you can re-unlock your bootloader.

Have a look here for RUUs: http://forum.xda-developers.com/showthread.php?t=2112275&highlight=ruu
Can you give some more info about why you couldn't unlock with HTCdev? What errors do you get? What steps (exactly) did you take and where did it fail?
This happened to me and I was able to unlock with htcdev.

Your bootloader needs to be unlocked to be able to flash a recovery; it must be locked to run a RUU. If you don't have the stock recovery on there then the only way I can see forward is unlocking with HTCdev.
If it's failing, you need to post some output as to why. Copy and paste the error text, or better yet, take a screenshot and post it here and people will be able to help you more.

When you originally in locked the boot loaded you got an e mail use hysoons tool kit and make a new folder in your c drive rite click and rename it to the unlock .bat paste that into your folder run the unlock boot loaded ommand and boom warning all nandroid back ups will be lost the last Rom you were on will be what pops up as a clean slate

Step one flash the stock ROM/kernel step 2 use the root kit to re lock the boot loader reboot it will only reboot as normal with the stock ROM/kernel if you want to unroot and revert everything to stock find the updated ruu run it and then do a factory data reset and presto its out of the box condition

Why are you wasting your time when you don't even understand the basics? This is another example of people that jump straight in without reading. Then expecting the community to clean there mess up......
For your bootloader to read "relocked" you must of unlocked and locked the bootloader atleast once. Why can't you remember how you did it?
Your best bet it to search your email for the unlock code HTC sent you the first time you unlocked the bootloader, download and flash it, then flash a custom rom.
Good luck

From what I read, you need to flash the lock boot loader zip to lock it.. Fastboot oem lock command won't work apparently if you have S-offed.

No worries now guys, I suppose now I have to give Verizon a damn good reason as to why my phone was rooted as hell. I have a decent alibi created.
Flash the lock boot loader zip as you would if flashing a ROM.
After that, do the RUU instructions, then s-on (fastboot OEM write secure flag 3). It is pretty simple.
