Are there any applications that can set a wallpaper properly....I'm using image to wallpaper but it always seems to blow up the image instead of shrink it to this small screen? I'm using quickpic but even with quickpic it only selects a square sized box that will blow up the image instead of showing the whole image....

Easiest answer:
using 7zip or winrar extract the images folder to the desktop
folders could
drawable-hdpi
drawable-xhdpi
and variance of those.
Some are in folders
mipmap-hdpi
mipmap-mdpi
mipmap-xhdpi
change the image to what you want.(remember to maintain the image size)
and then drag them back in the apk folder.
NOTE: if the icon is a jpg you cant change the image or even modify it.

If you re not using xperia device then it is impossible to change all that in one go, however what you can do is make your own drawables and put it in res folder it should be named like progressxx (see res drawablexx folder). the only catch is that to change color you need to flash another framework
I have Xperia Sola
