Check out power toggles in the play store. That's what I'm using and it works perfect. It even gives you hotspot tether after rooting. Only thing you need to do is add the hotspot toggle.
Its not stock, but works pretty good for me.

It would be nice if we could get the toggles back without flashing to a nonstock rom, like the fix to remove the wifi notification. I would think there is a way to do it, some zipped apk to be flashed through recovery.

verizon adds a bool config_BlockWifiQuickSettingButton which by defualt is set to true.
i dont have a s4
but all you should need to do is..
decompile the SystemUI.apk
nav to res/values/bool.xml
find

1 Get SqlLite Editor
2.Goto Setting Storage |System |
3. Edit field 202 (notification_panel_active_app_list
4. add Wifi
5. Hit save and reboot

The field in step 3 varies from phone to phone, that's why there is no zip to flash. People should use search for notification_panel_active_app_list instead. Actually just searching for panel will narrow the list to 4 or 5 lines and you can just edit the correct one.

I have tried a few driving apps but I think what I really need, given the space on the Note II, is to just make my own driving interface out of widgets. If such a thing is possible. Unfortunately I am not finding what I need and I was wondering if anyone here knows of any matches
I am looking for a maps, or even better, a navigation widget. IE something I can place on the screen as a widget 4x4 or something like that that is showing the navigation app. using widgets which I can resize and place myself. I am essentially looking to make my own dash screen. But the key component is a widget version of maps and/or navigation.
If you change the dp in system with xposed, you can have floating windows. Then you can have navigation floating over all of your screens, and close it when finished. I know that this isn't what you are asking, just a suggestion.

It is not the perfect solution, but it works. Sometimes you havecto back out ofcit instead of closing it. Other than that, it is awesome.

Can you be a little more specific? Can not seem to reproduce that in xposed.
Sure thing. First install xposed, then install app settings. Enable app settings, then reboot. Gointo app settings, and click android. When the screen pops up, click on dp. Change the dp to 600x1024. Reboot, and you should have floating windows.
These are the setings I use. The only problem that I have had from changing this is my lockscreen rotates, and only shows 3 shortcuts on the lockscreen.

Strange. I already have Xposed installed as I run Jelly "Beans" and use the custom DPI on a few apps. But when I make those changes to Android System I don't see any change to the apps I open such as maps. No biggy, just curious why it doesn't work.

Are you saving it and then force closing the app? When you open it after that it should be the edited dpi.

I click the save icon and click yes to save and close the app. I then reboot the phone. Is this not what I am supposed to be doing?

After you save you have to go into the app list in settings. Go to each app you changed and then hit force stop. When you reopen the app...you should be good to go.

That doesn't seem right. As I said it doesn't work after a reboot either which would have the same effect.

Only android system. It also only gave me the pin on the bottom of the 2 multi window apps.
GOT IT Spent 4 hours on this! I mainly wanted to REMOVE that 4G/4G LTE AT&T Icon that is used I hate it, I want the H,H+, LTE/4G standered icons.
In the Build Prop I changed the following in Build Prop
ro.product.device=jflte
ro.product.model=GT-I9505
ro.product.name=jfltexx
And thats it! No more Carrier Label on the top left, and Orginal 3G,H+,LTE Icons like on the international device!!!

Despite OPs post probably having no adverse side affects, I feel a little more comfortable using the above just in case some random app expected my product.model to return something else or to target it for something else.

Now the phone shows H , H+ for 3G and a 4G , all with two up/down color arrows under ( standard AOSP).
Funny , now the truth reveals, there isn't any LTE where I live .. it's H+ and up to 8Mbit/Sec (but I knew that before removing the hideous 4G LTE symbol) . Been to W. Hollywood today and 4G showed up , and 16Mbit/Sec speeds.. Not a surprise. LTE will be spread slowly, and will never be 100M per user (all it takes is broadband share between multiple users , ans bandwith limiting). Another reason to have WiFi hotspot service by AT$T running on the I337 all the time without asking us, to make sure one does not use LTE if free WiFi is available.. Well, with 10Giga plan I rather run 15Mbit/Sec LTE than 1Mbit/Sec hotspot.. Thanks for rooting, and freezing apps...

I dont think adblocker has ANYthing to do with what the person is saying.. This person is wanting something changed that this was not supposed to change.

I'm guessing the OP has the Verizon version, and you have the AT&T version (like me). Verizon removed them from the notification window but AT&T did not.
Edit - I just saw your T-Mobile tag in your shot. Looks like T-Mobile didn't either.

I have a feeling that the sprint, tmobile and att versions all will have the annoying sound and brightness bars. I want to disable them with a passion. There has to be a way to disable them via custom ROM.

Thank you, thank you, thank you! This drove me nuts! I did notice that if you didn't have the QSlide showing in the quick settings you must. Then turn it off once it is in quick settings and remove from quick settings after that. That's the only way I found to get QSlide to go away.

OMG YES!! I would love to get rid of that excessive brightness and sound bar. Its so annoying and it takes up too much precious notification real estate. I wish that was included in the options that you can disable. Hopefully someone can find a solution.

Edit: removing those is a cake walk..but the main problem is the themes section is a mess..

After two days I figured what the problem was. You have to uncheck it in the notification bar and THEN uncheck it where you edit it. I guess I missed that. Lol.

Not sure what I did, but I F'd my phone up good trying to do this mod ROTFL.
I'm not exactly new at this and have SQLite many times with no problem before.
I carefully edited the correct line but on reboot I got on immediate error saying system UI failed to load and there was no taskbar.
I tried to undo the edit, but it was really tough because the error kept popping up everytime I tried to do anything. I did get it corrected but the same thing kept happening.
I finally gave up & hard reset it (I would have given anything for a nandroid BU at that point......
Can you rearrange the order with this same method?

I'm not exactly new at this and have SQLite many times with no problem before.
I carefully edited the correct line but on reboot I got on immediate error saying system UI failed to load and there was no taskbar.
I tried to undo the edit, but it was really tough because the error kept popping up everytime I tried to do anything. I did get it corrected but the same thing kept happening.
I finally gave up & hard reset it (I would have given anything for a nandroid BU at that point......

Nice work OP. this mod works great!
on the note 3, you need to add the smali code in settings, they are not there already. Hope this helps other devs.
one more thing.. the toggle wont show unless you make an sql edit.
unless you also edit the secsettingsprovider.apk... and add flashlight to res/arrays. then when your user wipes data when they flash the rom, it will properly display the flashlight toggle. If data isn't wiped, then it still wont show... Just an little FYI...

Awesome, see on the S3 the settings code was there, but no image, so it fced since it couldn't find the image

Nope, they just took the image out completely and there wasn't even an image for it, so when the notification_panel_flashlight.png resource was called, it just returned 0x0 since it didn't exist

I covered this in the last step of the sysui mod. You can also just make a CSC edit to add it (will only work on a clean install)

When I use the assistive light widget, the LED is half as bright as when I use an app, like Tiny Flashlight + LED.

Well I don't know for sure how it will show up seeing as I don't have an N3. But this uses a third party apk when you turn on the flashlight toggle
If you wanna see how it will show up, download the files from the main thread and install the Torch.apk from the zip

I am just glad that some folks are still coding in these mods manually and sharing this information as opposed to simply relying on xposed components. Thank you.

Yeah man. Hard coding for the win. Xposed is great and all, but it causes issues since people try to release modules that will work on as many devices as possible. Too much generalization
After updating my rom, the toggle was still not available after a full wipe. I assume it is because I forgot to add it to the SecSettingsProvider array list.
In the meantime, I have instructed my users how to achieve this using SQLite.

You need to do that.and then add ";Flashlight" to the two lines.that jovy gives you in that thread
