Hello,
I just wanted to share with you that the XDA-University is about to open, it will be the place to start off as a developer and learn a lot of things about android and programming. Spread it and hopefully we can all become developers and advanced users.
Check it out : http://xda-university.com?lrRef=QCp4W

Well building ROMs are developing apps have very little to do with each other so your best bet would be to pick on first.
To develop apps you will need to learn JAVA and then download the android SDK and go from there
Start with Java and Android SDK.
Unity works too!

I'm sorry if this thread already exists but I'm using my tablet and the search isn't the best. What coding languages should I know before developing Android? And are there any up-to-date tutorials for beginners? Thanks for the help!

Dude you aren't supposed to post here unless its a ROM or item of development, like a kernel or tool. I already PMd you.
Now this thread is going to get locked or deleted or moved if the moderator is in a good mood.

Just visit the android chef forum and start reading.
Several good threads around here too, or buried in posts, so the search engine is ultimately your best friend.
Good luck!

I thought I'd jump in here too.
Google is a great tool.
Search for porting and building a Rom.
Also you should read the guidelines for posting in the forums.
There are many rules you need to comply with.
Also remember not all work is open source. So you need permission if you use other people's stuff like apps and modified libs and files.
Good luck.

You can use windows but ubuntu is much better for the kitchen. And windows needs cygwin for the kitchen to work.
