I wanna update the live wallpaper to have better device support and android 3.0+ support. Maybe have options to disable graphics as well? It was once an awesome live wallpaper, with the right help could be better?

Im pretty sure you meant "power toggles" lol. Its what I use and its great!
I also use power toggles. Though I wish it had 1080p support. Images are upscaled and blurry.

I really one moto X's notification system the one where when you phone is in sleep mode and you get a notification the screen doesn't fully light up it just shows a dim notification? Is this possible?

The Moto x can do that due to its amoled display. That allows it to turn on only certain pixels to display the notification.
The HTC one does not use an amoled display. It would have to turn on the entire screen to display the notification draining battery. It's a difference in technology.

I guess that makes sense but I still think it's possible since there is the daydream feature which has that kind of dim screen. So I thought it might be possible

There's this awesome feature in the galaxy's phones where u can swipe the statusbar down in games to see the notifications, how can I add this feature to our statusbar?

As far as I know, stock rom doesn't have this. Kit kat has it though.
Try xposed or request a module if you don't find one.
