Hello,
I just rooted my phone and so I installed rom manager and wanted to install the recovery tools... But the package is not signed and the "Android recovery" won't let me install it.
Can I install it via ADB or I don't know what ?

By looking at your picture I don't think you have custom ROM install or flash successfully. You're recovery mode looks standard/default by Samsung Stock Firmware. Try following the link posted above by tuxnice. Good Luck.
Edit: Did you happen to flash something to it?...Kernel, Custom ROM, Mods or trying to Root it maybe?

You used terminal emulator ??
Then as it says you require a service centre repair
<<Failing that, flash stock and send for repair.
Tried Terminal Emulator and Root Explorer a lot of times.
Gonna delete efs folder then do full wipe and flash ICS Stock Rom again.
I solve my problem using codes via PC and Terminal Emulator.
Thank you very much for your helps

I believe you need to revert to full stock rom from fastboot.
https://en.miui.com/thread-4590474-1-1.html
Then you can install twrp again and flash your custom rom.
Okay thank you ! I'll try that.
I was wondering if I could get another person to use twrp to back up their persistant and send me the ab file to restore on mine
Sorry for being a newb, but what is the "persistant" thing you guys are talking about?
