In order to downgrade you need to S-OFF, then flash one of the old RUU's.
Did you factory reset after installing the ICS?
I would also try installing the new 4.3.605.2 RUU from Android Police... factory default, flash twice (if you flash an RUU, ALWAYS do it twice), then factory default again.

+1 I would try the factory reset before anything. then follow the steps above.
if you are 100% sure you want to go back to GB then you would need s-off
you need s-off to go back to gingerbread. try flashing the new 4.3.605.2

It is completely stable, and fixes way more issues than the changelog mentions...

And select AP Mirror #1 which is hosted on beta.androidfilehost.com, a very reliable and (usually) speedy server, it takes about 3 minutes for me to download it ( I have done it lots of times, people keep saying doesn't work), just click the link, then the green circle with a down arrow to download it (to the left of the filename), MD5 matches every time. If that one give you trouble, go to the same link and on the right hand side there are mirrors of that server, they work equally well.
And like every ROM, VERIFY the MD5 before flashing... if it don't match, don't flash!
It looks like your RUU didn't install completely. Flash it *several* times, until you get the screen where all items are listen as "OK" and it says to reboot.
If that still doesn't work, try flashing it through fastboot:
install HTC Sync (this will install drivers for adb and bootloader debug). Somehow obtain fastboot.exe (pretty sure it comes with HTC Sync. If not, download the Rezound All In One Toolkit. Open a command prompt and change the directory to the same one that fastboot.exe is in (use the command "cd" then the full folder location, ex "cd c:\users\yourname\desktop\fastboot folder").
Next, you'll want to take out your phone's SD card. Power on the phone, holding power and volume down to boot into the bootloader. Then, choose fastboot. Connect your phone to your PC at this time. Now use the command "fastboot oem rebootRUU". Your phone will reboot to a black screen with a silver HTC logo. Next, drag the RUU file you downloaded (doesn't matter what it's named) to the same folder as fastboot.exe. Use the command "fastboot flash zip <ruu name>", replacing "<ruu name>" with the name of the file, obviously. Once the command prompt says it's done, you can safely turn off your phone, or do a battery pull if necessary.
I highly recommend you do not revert to Gingerbread, because it requires a firmware downgrade and the S-Off procedure is necessary. Things can go horribly wrong with S-off especially if you don't know what you're doing.

So this will work with out S-off? I am on Venom Rom on ICS. Great Rom but when I plug my headphones in the phone reboots. I want to get back to Stock ICS.

Without S-OFF you can only go same version or newer, not backwards, but you will have to relock your bootloader... You should then be able to flash the 4.3.605.2 RUU with no problem.

unlock ur device
install recovery
flash the rom & patch
flash the kernel via fastboot or hboot
then power it on normally
or
flash stock gb only the rom.zip and boot.img via hboot
root
patch ur device manually

Also, make sure you allow it to fully do its thing, don't pull battery or anything in the middle of it. The screen will go black for a second or two, just wait it out. It will leave you in bootloader when it's done iirc.

actually you don't need the whole ruu,
you only need the firmware.zip from here http://d-h.st/btN to update the hboot to 1.35

long story short, you relock your bootloader, probably after this the phone will power up here you have 2 choices
1. wait for it to power up, enable usb debugging in settings, connect phone to pc, open cmd / terminal : adb reboot oem-78
OR to save time or in case for some reason your phone doesn't bootup there is variant 2.
2. force it to bootloader by holding vol-down and power button then w/ phone in fastboot and connect to pc from a terminal / cmd type: fastboot oem rebootRUU
then flash the firmware TWICE:
fastboot flash zip firmware.zip.
unlock your bootloader, flash recovery, flash ur custom rom 1.16 base boot.img, boot to recovery flash rom, profit.
!!!FINAL WARNINGS!!!
BE AWARE, doing so will wipe ALL YOU SDCARD DATA. again if you are not comfy with the procedure i suggest you don't attempt it, because 1.16 roms works just fine with old hboot
ALSO is best to have your phone ruu handy in case things go south and you end up with a nonbooting phone.

Yep, for sure but I think it is much easier for users to just run the required RUU than flashing the firmware by fastboot + they can't go bad this way

I don't know. Maybe one user upgrading his hboot and running Stock Rom with unlocked bootloader will let us know here

Would be nice! Missing stock apps after unlocking is really frustrating. Hopefully new hboot is the way to fix it! From the other side I'm wondering how it's possible that HTC would release OTA update that removes content of virtual sd card

My Evo 3d is S-ON with 1.490018 Hboot, i was running Mwakious V10 with anryl Kernel. Everything went well but after playing with rom toolbox i crashed my phone.
My problem is that i can only flash a GB Rom lik LeeDroid and cant go back to an ICS one.
My phone keeps boot looping even if I flash boot.img from the rom i want to instal after the flash... Bootloops too when trying to flash with for ext ant smartflash on...
Is there something i forget after all this goot time on mwakious rom without touch anything ???
i tryed new makious rom and ioda ics rom and issue is the same...
I have an extra question : I i want to install RUU RUU_SHOOTER_U_ICS_35_S_HTC_Europe_3.28.401.1_Radio_11.77.3504.00U_11.25.3504.06_M_release_262714_signed.exe in order to restard from scratch with a clean official ics rom, do i need to relock the bootloader ?

Did you at any point update your firmware to the new ics one? if not then do it and try an ics rom. most of the newer ics roms require the new firmware.

you confirmed my thoughts about firmware as i can only run old releases of ics roms, for example i was used to have the mwakious one V11 with boot.omg from V7, but for now i deleted my backups and files are not avaliable on mwakious thread :crying:
i cannot update firmware as i am s-on, right ? is see this seems to work on recent hboot : http://forum.xda-developers.com/showthread.php?t=1796625 but don't know if it will work with 1.49.0018 (I must read the full thread before asking .
I tryed to do the wire trick from http://forum.xda-developers.com/showthread.php?t=1743466 but did not work even with help of another member...
that's why i wanted to flash an ics ruu to begin update all and begin from scratch... but after relocked the bootloader phone won't boot to android so ruu doesn't work

If nothing works for you then Relock the bootloader -> again boot into bootloader -> select fastboot -> connect to PC (phone should show "fastboot USB") -> then RUN RUU.exe.
RUU works even when phone is in "fastboot USB" mode. Make sure you use the RUU made for your phone/region and the battery is charged enough.
If you would like to attempt the downgrade method then try this

This is tested and known to work with CID VODAP102
and may work for other VODAP CID's (UK) as the OTA Package said Vodafone UK
Steps by step:

Can I just thank you again for this! I'm currently downloading the older OTA updates but soon I'll be on JB. I do not think it is necessary to relock the bootloader as I tried locking it then unlocking it again and I'm doing OTAs absolutely fine Cheers man
I think OTA's that will do more than change the system partition will require a locked bootloader
that's probably true, because i'm on 1.26.161.1 and it's refusing me OTA, going to have to lock bootloader
EDIT: Hmmm still being told my phone is up to date, suppose there's an issue with the ROM having VODAP102 and me having VODAP001?
Nope, Vodafone just hasn't branded the JB OTA yet, so we have to wait
If you received the update to 1.26 , the OTA should work normally when our JB OTA will come out...

Follow these instructions as follows:
1) Extract B folder from that VODAP102 ZIP
2) Copy that B folder (somewhere inside the ZIP) to SDCARD\TWRP\BACKUPS\[SERIALNO]\
3) Boot into TWRP recovery, restore that nandroid.
4) Reboot to fastboot
5) Fastboot flash boot boot.img
(The boot.img from the VODAP102 ZIP must be with your fastboot files)
6) Fastboot flash recovery recovery_signed.img
(Must be the recovery_signed.img from the VODAP102 ZIP)
7) Boot into the phone, install the small incremental update.
8) Wait for it to reboot to stock recovery and do its thing.
9) When finished, check for updates and start downloading JB.
If you follow these instructions religiously, you won't have any problems.
I will create a update package for you in the next days to upgrade to 1.25 hboot and restore my new JB backup directly, but I got a lot theater stuff to do, I have to do all lightning things etc, so it will take till monday or so.

Everyone said I have to lock my bootloader, so I did... Than I had always this boot problems...
So I tried different things...
I unlocked my bootloader again, and tried to reboot... And... Voila.. My DX was booting and also the update was no problem with the unlocked bootloader

As I already told you... You can't restore an ICS backup on JB bootloader. Please tell us exactly what you have done, every single step starting from when you got your phone.
Do you have a JB hboot?
Maybe I can upload my old JB backup in the next days...

2. RUU will reset everything to stock, it will take care of everything. But probably there's no RUU available that you can use...
Yeah, like reaper said about both points, however there is no RUU for the latest HBoot, which I still till this moment Don't know how...

Do I just relock the bootloader from fastboot and then also from fastboot with phone plugged in just run the RUU exe file above?
Will doing the above put everything to stock including the stock recovery?

That would do everything, but it won't work if you've flashed a newer official update
Someone did post a TWRP backup for 2.18.401.2 though
