Will any of the new devices that sport the new Snapdragon 800 have voice activation enabled? As per slashgear, the 800 has the WCD9320 which has support for qualcomms "voice activation" feature.

Recording calls is dodgy ground so it's only the community Android ROM's that support it. You might want to get a cheap Android phone for stuff like that.
From the recent generations smartphones. Only Symbian devices are able to do that out of the box. They can even record calls when the call is made over a bluetooth headset.
- manually (as explained in the userguide) through the inbuild Recorder-app.
- automatically through 3rd party apps like Best-callrecorder or boldbeast or similar offerings.
Don't forget that the Lumia range of phones are NOT made by Nokia themselves but by Compal (whom might not have provided Nokia with the required API's to utilise this feature) and the OS is from Microsoft (whom also might not have given the proper info on how to use that). So we don't know whether Microsoft is the cullprit or Compal (with regards to such technical features).
if you want seamless call recording you're best bet is either go for a Symbian device or get an 'old' featurephone (like the SE K750i and probably it's successor). If you're more adventurous you can fool around with certain Android models with certain custom ROMS.
The funny thing is that some old Windows Mobile models like Samsung Omnia i900 and Acer Neotouch F1 were able to do full 2-way call recording but this feature has been absent in recent phones and phone-OS's (including Windows Phone). The same with Android I think a few Android 1.6 (donut) models were able to record calls.
Agreed, actually despite all best efforts from MS and windows phone manufacturers they are not synchronised or may be never used mobile phones earlier, that's why some basic features are missing e.g.
- call recording
- contact forwarding
- tethering
- copy contact to SIM
I wish any one from MS or phone manufacturer listen to the users before sending out next release.

Dears, why WP8 bluetooth currently does not support SIM Access Profile (SAP, SIM, rSAP) for handsfree cars?!..
This is the issue that Microsoft needs to explain -> why in WP8, SAP does not get supported.
This is basic functionality that worked natively in previous Microsoft phone/mobile versions and made many of users like me to continue with MS OS and not moving to Android OS or iOS. Why am I so acid? Because I use my car handsfree a lot and now I need to pick up my Lumia 920 and operate directly the phone. The result is that my car handsfree in now reduced to a headset. My wife has the same issue with a Nokia Lumia 820.
With Android (v4.1.1) and a 6" screen chinese dual sim phone ($US 180!! sent to my home), I have better results!! I keep asking myself why I continue to insist with Microsoft....
Guess what? Just installed the latest WP8 upgrade and nothing, the bluetooth issues remain.
Any idea on the date for the new update release?
I have no trouble with bluetooth and my car, my 920 integrates perfectly with it, I see all my contacts and call log, I can press a button and tell it to call a number or contact. After the update yesterday. It even read out a sms I received while I was driving, then I was asked if I wanted to reply to it and successfully replied.
I don't know what more that you would want?
Perhaps your car's bluetooth needs to be upgraded to work with the latest phones?

I invite you to visit the WindowsPhone.com forum and have a quick look at the bluetooth section. You will find hundreds of complains from users like you and me where the WP8 OS is unable to sync contacts, phone lists (received calls), ...etc.
I have an Audi A6 (2007) and Audi already announced that won't upgrade their system because it works fine with all other OS's.
The car costed €70k+ and the phone €600, so it's easy what will be dropped off....
rSAP is not supported in most newer Smartphones (I believe the exception currently is Samsung) because it is using a GSM receiver installed directly in the car which means the Radio in the phone turns off. This disables all data connections on the Phone.
I guess unless the rSAP profile is extended to support data connections this situation won't change anytime soon.

Hands free calling over BT works for me in GM, Toyota, Hyundi, and Nissan cars.
The HFP is the one needed for Hands Free use in a Car. This is the profile every phone supports.
rSAP is fairly uncommon, one would say rare, so not supporting it is hardly a deal killer for WP8. For example, the iPhone also doesn't support rSAP, and other than a few Audi owners, no one else seems to care.
Well, after the update provided by Microsoft (8.0.10211.204), my issues with BT are gone. I have again a handsfree system instead of a headset. I can sync calls lists and phone books.
My Nokia Lumia 920 is now able to deal with my business life. Have fun!
