Their is no best rom and best rom posts are against the rules .
Suggest you install the rom that you understand the instruction .
Basics read first.

First of all: There is no best, greatest or super rom! It all depends on what you as user want.
Personally I would recommend Archidroid.
I have been using it for a few weeks now an it works great. Got great speed and superb batterylife.
If you don't like it you can just search the forum and check how a ROM looks and see if you like it or not.
Just try a few of them out.

I'm hoping it's a DX2 considering what forum we're in.
To the OP, nobody can "tell you how to make one" in a single forum post. It takes research, time, practice, screw-ups, more research, more screw-ups, then possibly success.
Yes, Google is a good start.

By following the instructions for that theme or kernel .No more and no less
Find your theme and follow the instructions
Read the Foxhound instructions .
BASICS.

Welcome to the community and congrats! JJE is spot on! You can check out the themes in Themes and Apps.. read instructions, make sure your desired theme will work with current ROM. Same goes for Kernels.

One critical point is to backup your EFS folder .
The Foxhound rom may have done that on install ,

Dude... try em for yourself. You can either go for a Sammy based rom or aokp/ aosp ROM which brings you the feel of vanilla android experience. Just try some ROMs and see which one you like best. Read all the options available with each ROM in the first post of every thread and decide for yourself. Dont ask for which is best as each developer is trying hard to develops these and selections are based in every individual. One ROM which one person likes may not be much liked by a second person. Try some ROMs for yourself. Happy flashing!!

You are asking just that and you are number ten that has posted the identical question today .
But the real answer is if you are not capable of understanding reading and trying roms stick with stock .

He didn't say that... Read carefully.
ON: I do not know which one would get the best quadrant or benchmark or anything, neither with kernel. Sorry bro, but you should just test them all!
