Whenever restart / turn on my s3 and after home screen is loaded I see popular message "can't down now, please try again later". Any Idea what app might be causing this and how can I turn it off?

Sounds like a download in query.
Check your browser's downloads.

Uninstall Gmail. See if that gets rid of the icon.
Of course after that you can reinstall.
Edit : If you can't Uninstall then clear Gmail cache and reboot phone.

Don't worry about the apps as they will be restored when you sign in to your Google account after first boot. Just backup pics and other important files from internal memory to a PC or external sd if you have one installed.

you know, where you don't have that problem? when you download apps from the play store instead of warez sites.

Yeah, but I don't have a credit card... And I don't want to pay so much money for every app

As Chef_Tony suggested, discussions related to warez is not allowed. Thread closed.

Hmmm....only solution I see then is a ROM reflash,Factory reset. But you can also try (it's not a fix,but it can be used) to make a screenshot. And the image will be saved in your Gallery.
Flashed stock rom, custom rom. Still no hope
