So... Google has yet to push this out VIA the playStore, however there have been a few leaked versions out.
I've found an APK that is signed by Google and upgrades your existing Play Store.
The cryptographic signature guarantees that the file is safe to install and was not tampered with in any way.

Sideload
- Download link
- Copy to SD card
- Click on APK and install

according to the article, it says anyone who hasnt updated should be getting the update soon if you want to wait. if not just download the apk and update yourself.

use flashtool to flash the file... there were so many tutorials.. don't be spoon fed because you will learn nothing.. and there is search box also.. the easiest way to answer your questions by yourself... unlocked/locked bootloader doesnt matter on flashtool because you will use flash mode.. not fastboot
