Is there any app like the iOS FlagPaint for android ? Wich can change notifications background color on a per-app base ?

I would like to change the notification drawer background color, just like GravityBox is doing in: Statusbar tweaks > Notification drawer style > Notification drawer background.
It's Android 4.4.4 KitKat. Any idea where to do it in framework res folder? I'm recompiling it.

In Lollipop (5.1.1) I am wondering if it's possible to change the Notification Background to an outline, rather than the solid white it is by default. I know by using CM's Theme Manager you can change the shape, colour and transparency of this, but I want to the change it to an outline with no fill, or if not, something like this: http://tapatalk.imageshack.com/v2/15/03/24/721a96e4e4c542772c357ab576725372.jpg, with just lines.

What bugs me the most in MIUI is their customized status bar and notifications. They are ugly, they don't work properly (I can't even expand notifications!), sometimes they are white on white and invisible... Is there any way (may be some custom software on top of MIUI) to bring default or close to default notifications to MIUI 8?
Hey all i have kind of a odd question. Why are color emojis only available on android 4.4+ not 4.3+? Also what is the controlling factor for this like is it the framework? Or some support files that are not there? Would there be any way to make 4.3 support color emojis across all apps? What would be required to be altered to allow this?
