No and even MDK is not unlocked.
The bootloader is hijacked using LOKI.

It would be nice if someone could figure out how to do this though. Is it possible. My phone shipped with me7 so I had no hope to begin with. Of course I didn't read up enough before I updated so I'm double screwed and on mj7 now.

It's not truly unlocked either. Just has an exploit to bypass it so to speak.
If you have anything post mdk you are truly locked up and SafeStrap is your only option.

I bought my s4 on line with little info on it it was rooted but running stock rom how can I find out what bootloader it's using

You can't always depends on the baseband to match up with your bootloader.
To be sure of which one you have get the app phone info and scroll down a little it will tell you exactly which bootloader you have

yes that is correct, a non unlockable bootloader is not unlockable in any logical way
