Bottom right in the screen it says UCCW Theme. U can try to build it yourself or wait for someone porting it.

I thought it is already a themer theme because its advertising the software but search could not find it. I'll wait if someone port it.

This theme isn't on Themer, I think the author of the post simply placed this image in to display what homescreens are shown on the MyColorScreen site. It is just UCCW skins I think, so it shouldn't take too long to apply, if you look at this video: http://youtu.be/g9blwdBXpEs
it's pretty much the same just with different skins.

A touchwiz based rom, robbiekhans picture that is could be VR or gingermod if I'm taking a wild guess.

This could be ANY ROM. It is just a LauncherPro/GoLauncher with custom homescreen and gingerbread icons (battery, signal etc).
The weather widget is called Snowstorm (free on android market)
Down below is agenda widget with transparent background and on the bottom is set of icons.

You need to use Launcher Pro OR Go Launcher

I use Go Launcher, the tablet-tweaked ICS CM7 theme, Beautiful Widgets (Beautiful Superclock) with ICS theme, and Go Widgets (bookmark) with ICS Blue Glow theme.
I look forward to seeing how creative people are with their tablets.

Note that I am not the author of the theme. All credit to the original creator. I think it's one of the best themes for EMUI at this point.
Not that it does not change the font like in the pictures.
