I have a galaxy light SGH-t399, we just got root and CWM, my question is how do I build a rom if we have no custom ones yet? I have only ported before never started from scratch. Any help is greatly appreciated.

We have tried rooting with all the known methods(maybe) but everything fails. I don't know if it is because we have a locked boot loader or what. Please help us.
What ever info you need I will be glad to post. Im not a programmer by any means but if you tell me where to look I can find it.

Hey somebody know why when I get my phone unlocked and rooting now I try to use the hotspot and when I turn it on it says ( Mobile number not found ) I need help please!!
Have you installed a custom rom that has the hot spot hacked? It's not hacked on stock rooted.

I don't know too much about phone's I just take the phone to a guy that rooted both phones and he was supposed to fix that and after rooted the phones he just said I don't know how to fix the hotspot problem. And I'm here searching for help.
