I would strongly recommend taking a look at Google's official documentation guide on how to build a custom camera app. Let me know if you still have question's I'll be happy to help you out.

When you mean the camera type of Samsung, did you mean you want to create an app similar to the Touchwiz style camera on Samsung devices? If you can provide me with some details I can try and help you out.

Im thinking about to create an app...
A widget to update my facebook and twitter state....ONLY.
Open App -> write -> post on social network..
I've searched on the market, but i haven't find nothing...
I'll upload the source code of a webview and a few button if you think it would help, no to shore how widget work.

The built-in stock SNS app of GT540 already supports this.
If not, just get TweetDeck.
If you really want a way to build apps easily, check out App Inventor for Android.

It's not really my place to compare the two. As for the UI...

I only got 10 posts on this forum and I'm kinda new to coding stuff, but I got experience with rooting, flashing, and theming. Just so you know I'm not all noobish to Android.
Now to the point. I have a great idea for a launcher that I came up with (not sure if I should share it with you guys). I want to base it on the stock Jelly Bean launcher and it will have some UI mods/changes.
I DON'T have any experience with Java yet though.
It would be very kind if someone could give me a few tips or something to get me going. I followed a guide on developers.android.com where you built a simple app that shows a message when you write something and hit Send.
So please help me to get started with developing apps.

First take a look a these tutorials for getting yourself familiar with java:

Then move on to these for android development:

Hopefully this gets you moving in the right direction

Yes you can mod the stock JB launcher and publish it without getting sued, that's the beauty of Android and it being opensource is you can take an application like the stock JB launcher and modify and change it to your hearts content.
Searching around a little more these video's might answer more of your questions:
