1-Settings
2-Pac options, PIE, active (if you dont want it tick again)
3-Quick settings
4-Controls
5-Remove PIE and hibryd motor
6-Now tab system
7-Developer options
8-window animation scale to 1x
9-Transition animation scale to 1x
10- length scale at 1x animator
11-Left some rest to your mobile

I think he means adaptive streaming, so apps like Twich

I didn´t use that apps, but if with cm10.2 work or not this is the same.
