Stock rom? Does it make a difference between data or wifi? Have you tried a different or older version?

Attached is a screenie it seems no matter what I do I constantly get this....I do full wipes reflashes ...dalvic and cache and still can't resolve it....any ideas?

I'm using Samsung tts[emoji37] .. and I have root access ... but everything was work fine but everything disappeare .... and back to robotic sound ...and it only appear korean hd voice
