go into settings - about phone - status and look for your imei. if it is 0049... or 000000... then read this: stickies for efs
also some more information would be helpful:
how did you get the 4.3 firmware (odin, OTA, or custom rom/recovery flashable zip) and how did you revert back to 4.1.2 (odin, custom rom/recovery flashable zip)
so either you corrupted your efs, what would only be fixable by restoring an efs backup or you have an efs v2 and now you flashed an efs v1 modem which are not compatible together, what would be fixable by flashing a modem later then xxemg4 (read the sticky thread to know about what i am talking)
edit: ok I hope the above solution works for you

I updated 4.3 from Kies and back to 4.2.1 from odin. got firmware file from sammobile.com. (I9300XXEMF6 )
I am not really IT person. but if i get step by step guide, I can do it by myself

well then probably the flashable efs v2 modems from the link of @tallman43 will help you.
by updating from 4.1.2 to 4.3 your efs was updated to v2 as well as your modem. Now you reverted back to 4.1.2 through odin, your efs stays on v2, but your modem has downgraded to a modem which is not compatible with efs v2.
so if you flash now again a modem which is compatible everything should be fine again. they can be flashed through a custom recovery.
but please read the efs stickies thread (and maybe also all the other stickies threads) and make an efs backup as there described.

[SOLVED][CM10.2Nightly] Stuck on Emergency Calls only

Hey Guys,
So I had my usual SIM card working as usual on G4 stock 4.1.2 firmware. I later on flashed CM10.2 20130814 Nightly build after which my phone was stuck on Emergency Calls only. I flashed three different stock 4.1.2 official firmwares after that but nothing seemed to fix it. They recognised my SIM and carrier though they weren't able to make calls and whenever I tried to it gave me the error message "Not registered on Network".
It is a fully unlocked i9300. I would really like your guys help on this.
Questions go in the Q&A forum, report your post and ask for it to be moved.
Does your IMEI number in phone match the one under the battery?
Did you make a backup of your efs folder like all the guides recommend?
If your IMEI has changed and you don't have a backup then flashing the latest full stock via odin on your pc sometimes enables the partition to be read again.

Well, This is the Q&A section. Anyways, I didn't make a backup of EFS. I tried flashing stock as mentioned in the OP but it didn't prevail so what should be the next line of action? xD
Hah! Sorry, my browser took me back to q&a from general.
Does the IMEI match?
If not then you need a repair.
I am currently back to flashing another stock firmware so didn't check. If it doesn't match then what sort of repair would it need?

Thanks for the header.
For anyone who finds this thread.
Problem: /efs partition format changed
The latest 4.1.2 UK (XXEMG4) and India (XXEMG5) ROM releases (Which come with MG4 and MG2 basebands respectively), actually change the format of efs.
If you have flashed a, XXEMG4/5 ROM at any point, you are now in a situation whereby only an MG4/2 baseband can read the IMEI in /efs. The new efs format is not backwards compatible with older basebands. Probably, all new basebands will be compatible so in time this issue should diminish I expect.
If you have ever flashed XXEMG4/5 ROM, to keep your IMEI working, you must:
Stay with the basebands MG4/2. You may flash other ROMs but must return to the MG4/2 baseband.
Restore your efs backup (taken before XXEMG4/5 ROM install) to use older basebands.
Please note, it is flashing the ROM that alters efs format, not the basebands themselves. You can flash the MG4 or 2 baseband safely on their own and return to an older baseband without issue.
You can download an MG2/4 baseband package HERE
Aroma installer, choose between MG2 and MG4 basebands
Basebands alone do not alter efs format
Backs up EFS in an uncompressed format (Use Root Explorer to restore)
Does NOT include RIL, works on AOSP and Sammy

NO it didn't work as i installed the latest firmware through odin, and then get OTA as well but it didnt solve the issue, then i installed the MK6 BTU firmware but it didnt work as well.
tired of installing the ROM's and Patches but non of them worked, is there any posibility to get it in working condition or should i use it as IPOD???
Take it to a repair centre and pay them to recode it, make sure it works on 4.3 firmware before you pay them.
Patches are a work around for modified efs problems, a corrupt or wiped efs can only be solved by professional repair.

[SOLVED] Not Registered on network [IMEI changed but to another]

SOLUTION:
Flashed this patched modem:
Code:

Now back to network
Also PLEASE BACKUP YOUR EFS!! BACK IT UP!! ASAP!!
I flashed a MG4 rom and after that the imei is changed. I do not have efs backup.
The IMEI has been changed to a new one and the mob is showing emergency calls and not registered on network.
The Serial Number has changed to 00000000000
I cannot make calls or text other than that the mob works ok.
The imei was 353xxxxxx and now it is 3591xxxxxx
Can anybody help?
Also the rom was sammy not a custom rom so i got no backup of EFS.
I tried using MG4 baseband but same error.
Ariza patch simply nulls the imei and hence not working for me.

If your rom comes with a modem, you'll need to reflash the patched one. Otherwise, no action to take.

Edit > I see you updated OP and flashed specific modem.
Yes i flashed the patched modem and the network is back online and up until now the phone seems pretty good and batteryl life is excellent.
Also I am on stock JB firmware for now.
I'm having the same problem. Did you flash modem by downloading and pasting into an sd card and then by using TWRP on your phone?

Depends what you mean by "different stock rom".
If you flashed backwards to 4.1.2 then your efs isn't damaged, it just can't be read because the encryption keys changed at 4.3. You cannot downgrade without an efs backup from 4.1.2. In that case you should be able to flash back to 4.3 and your efs will be ok.
You can also try kies emergency recovery. Depending on your os depends on which kies (2 or 3) to use.

How to downgrade 4.2.2>4.1.2 safely?

I have searched and think I know what I'm doing, but I wonder if some kind soul could confirm what I think, before I eff my phone up?
I'm currently running a 4.2.2 Samsung ROM (Archidroid) but I'm not happy with the lag. I want to go back to a 4.1.2 ROM.
Am I correct in thinking that I can just flash the new ROM and then restore my EFS backup, and I won't have a problem with losing my IMEI/phone going into factory mode, etc? My EFS backup was done when I was on a 4.1 ROM. Or do I need to restore EFS before flashing the new ROM?
Thanking you!

just back up efs every time. be sure> flashing firmwares based on MG, changes efs format to a new one. after that if you wanna flash a firmware based on previous releases(to XXEMG4), you will be facing network problems like no data connection, no calls, no text messages etc., so once you flash a firmware i.e released after MG4, be sure the next custom rom/ stock f/w you flash is newer to it. good luck
Can I not flash an older firmware safely by restoring my EFS? Or is it risky?

Yeah thanks, I've read that more than once:
If you have ever flashed XXEMG* (or newer) ROM, to keep your IMEI working, you must:
1. Stay with the EFS v2 basebands (MG* or newer). You may flash other ROMs but must return to the MG* (or newer) baseband
2. Restore your EFS backup (taken before XXEMG* or newer ROM install) to use older (EFS v1) basebands. EFS backup must be an EFSv1 backup to use an EFS v1 baseband
3. If the above don't work, consider sending for repair...
This is the part I am worried about.

that's what exactly i was trying to tell you. XXEMG4 f/w is some what problematic but the f/w-s released after that are good enough. once you flash any of these f/w-s, back up your efs for sure.
:good:
Yes, but I want to go back to a ROM with an earlier baseband than EMG4, so I can use a custom kernel. The performance on later ROMs with the standard kernel (which is all you can use at the moment) is not satisfactory.
So my question is, in order to go back to a ROM based on firmware earlier than EMG4, can it be done SAFELY? If so, do I need to restore my EFS backup before I flash the ROM or afterwards? Or, if it's not safe then what should I do to minimise my chances of messing my phone up?

Try different 4.1.2 stock roms prior to 'MG' series. Make a clean installation.
As you were on 4.2.2, you were probably not on efs v2. Take backup of efs.

yeah I know but which one (the build number) something like XXELLA or XXEMG4...? you can see it in settings menu
in fact if you have flashed a firmware older than XXEMG4 then also its baseband is flashed, and these old basebands are not compatible with efs v2 which has been flashed through your sammy 4.3 update.
This could PROBABLY have caused your imei problem and you would only have to flash a baseband newer than XXEMG4 to PROBABLY solve it. or your efs is corrupt than you should follow the steps in the stickies

[Q] After flashing stock samsung rom, i have been stuck on emergency calls only, help?

After flashing stock s3 rom my sim card is not being detected. i know the sim card works because i tried it on another phone and i have a feeling my efs file has been made corrupt as my imei has been completely changes to 0049xxxx. Also i cannot connect to any wifi network but theyre being found . ive looked everywhere and found no answer. Please help me on how i can fix it.
I'm guessing that you made no efs backup? Do your phone's cellular functions or wi-fi work while running a custom rom? What kind of GS3 do you own (i9300 or i9305?).

You cannot go backwards to 4.1 with out a efs v1 back up. Somewhere in 4.3 samsung updated it to v2.
Without a back up you can only use the latest 4.3 and upwards.
