This issue just rared it ugly head early this afternoon. My Nexus 5 would not let me make any outbound calls. I could dial the number and the dialer would just sit there, no ringing and eventually it would time out and say "out of service area" which I clearly wasn't
I would reboot the device and that still wouldn't help. Here's the kicker! I could still send text messages and I still had data capabilities.
My device is a Nexus 5
Android 4.4.4
Build KTU84P
Baseband M8974A-2.0.50.1.16
The device is unlocked and rooted.
I was on the phone with my carrier and the tech people couldn't figure out what it was. I called LG to get a RA and send the phone in to be fixed/replaced. I decided to Google a bit deeper and found there is an issue that is possibly with the baseband drivers in 4.4.4. I've hear of people changing their baseband radio before I just don't know how or if this is going to work.
I did find a work around which doesn't make sense. I had to :
Place the device in 1x network mode
Turn off the device for about a minute
Turn it back on wait for it to completely boot up
Do a test call on 1x
Change the network mode back to LTE
Make the test call again.
This work unless you update the PRL or profile or you turn the device off or reboot it.
I don't know if it's worth me sending in the device to LG to be fixed/replaced or find out how to upgrade the baseband radio.
Ideas?

I followed Bentenrai's guide to S-Off, Rooting, and Recovery. Internet (both Wi-Fi and 3G/4G data) works, but I am unable to make/receive phone calls or send/receive text messages.
The phone call error occurs after about 2 rings, which says "Error 16 (then in Spanish) Switch 694".
The sms error is: "sms error radio interface resource shortage" with details "cause code:64, error class: 2".
I tried everything from the "Phone does not work after S-Off" thread and was on the phone with 2 Sprint operators for over an hour. The first operator had me update profile and PRL, then had me turn off/pull battery while she did stuff twice to no avail. The second operator (who was mean and treated me like a moron) had me turn mobile networks off and on again, update profile and PRL, and pull battery (yes, she actually wanted me to pull the battery while the device was on; I powered it off first).
Is anyone else experiencing this or has anyone found a solution?

Yup, I found the fix. It's really easy! Tell the person to do a "CHLS Refresh", and then restart your phone.

i had the same error after rooting my phone, just try to call any number, and after listen to the message, it will connect you to a sprint rep. they will confirm some information with you and they will tell you that they will reset from their side and ask to turn off the phone for 30 sec and boom, it's a go.
After some thought, I realized both Sprint reps only had me pull the battery for a few seconds. I decided to leave the battery out for about 5 minutes and when I powered back on, I was able to connect to voicemail. I let it stay connected for a bit and then was able to make phone calls and texts. Suddenly, I began receiving Error 67 messages, so I updated profile and PRL. Since then, (knock on wood) everything has been ok. Phew!
Forgot to mention this tidbit of wisdom from the 2nd Sprint rep: She told me my problems with making calls was because there's an outage in my area. I told her that wasn't likely because I was using another Sprint phone to talk to her. She still persisted in saying it was an outage. Yay!
That's it? no other responses to this. My sons phone is a paper weight at the moment. He can't even dial Sprint and nothing else has worked. Anyone have another idea?
I have looked at all of the threads and here goes...
I can't make phone calls. When I do I get a friendly message saying, "connection cannot be made." It seems to me that there is a disconnect with my provider. The provider is Sunrise Switzerland. Thus I am suspecting that I can make a call, but because I am not officially logged into the network for calling it is not letting me make calls. I am making the assumption that if it was a ROM issue I would not get the pre-recorded message from Sunrise.
Here are the details on the phone:
It is a Sony Xperia with the latest update 2.1 baseband .54. It is a "branded" phone from Orange Switzerland, but completely unlocked. I checked on the branded by looking at the services numbers.
I then modded the phone, and the phone call problems began. I did wipe everything as per the regular instructions. I upgraded using xrecovery. The phone can connect to Sunrise, and per the services menu it states connected to Sunrise. I can use the Internet connection, thus surf, get email, etc. What I cannot do is make a phone call.

When I originally started the device I was asked for a network code and dismissed that dialog. Anything to do with it? And if so how do I get it back?
I want to stress that I wiped the machine clean with factory reset, etc, etc...
Because I posted in the wrong forum I got one answer, and followed it.
Namely I installed the Wolfbreak's ROM for my baseband. That just made things worse. I could not even get on my network.
Interestingly I decided to fallback to my original ROM, and on that I cannot make phone calls, nor receive (due to not being on the network), or data does not work. If I restore back to the ROM that I used, namely the Free then data still works, but not calls.
Found the answer and it is bizarre...
Essentially what happened is that my installation of Xperia went correctly. The problem is that I have two sims. The way to use one sim or another was to not have the other phone on. Or at least that is how I was using it.
I phone Sunrise and I told them my phone is activated. He said, "no your other phone is on." I pointed out and he then said to activate my phone. I did as per his instructions and all went ok.
The funny thing is that this was a "bug" in their system that they patched. And the patch JUST happened to be the same day as when I upgraded my phone to the new ROM.
The tech support was nice and cracked up laughing...
for some reason I cannot check my voicemail using my dial pad. Everytime I enter my password it does not recognize it on my cell phone. But if I check it from my house phone or from my wifes cell phone everything checks out. This happened a few roms ago and has been doing the same thing for the last 3 or 4 roms. Please help
I'm going to guess that you're doing this on speaker phone? If so and you're running a CM based ROM it's been a known and ongoing problem since mid April. Flash over to a Touch Wiz ROM or get a ROM released before the middle of April. Otherwise you can turn your volume down all the way and put in your password or not use the speaker phone until you get logged in.

OK, on to the question...
When I receive a phone call the call back number is wrong. From what I have read it is an issue with non Verizon service or something.
If I were to get a call from 18147259951 it would show up as +8147259951 in my recent calls list, making it impossible for me to easily call them back from that screen.
Does anyone have any idea of how this could be fixed?
I know I can just install an international ROM and it will work, however then my GPS will not work. (I also really like JellyBeans)
This has been bugging me for some time now and I would greatly appriciate any assistance I can get.

I bought a Verizon S6 Edge+ a few months back. Ever since, I can only make outgoing calls ~15% of the time. The rest of the time, when I dial a number, it thinks about it for a little bit and then just ends the call. Incoming calls work perfectly fine. I tried the following things:
1. Changing mobile network to Global - sometimes allows me to make the call, often time does not.
2. Taking out and re-inserting SIM - doesn't change anything
3. Toggling airplane mode - doesn't change anything
Any ideas of what I can try? Thanks so much D

Able to roll back, but that did not work, So used Verizon update tool to update back to latest firmware, now it works fine. Give a try and see if this helps.
I'm having this issue with an AT&T sim.
Global: Data is at H+ and can make calls.
LTE/CDMA: 4G LTE Data works flawlessly but cannot make calls and gives me an error stating "incorrect sim or sim error".
LTE/CDMA/UMTS: 4G LTE Data works fine however when making a call data goes back to H+ and stays there.

Can you explain more info? what version where you on before rolling back, im having serious connections issues since upgrading to android 7 and that 6.01 rollback looks interesting, my service worked just perfect on 6, when i upgraded to 7 my phone became unusable and wouldn't receive calls or texts unless i connect to the network every 15min with a call to my vmail. weird i know
