Yes, you can. Chose a country with same mobile network frequencies. Factory reset after you flash.

The last 4.1.2 PDA for vietnam was MF6. So go for some other country.
It is alphebetical , so MF6 is lower than MG4

I can show you a DIY method I had to go through to port my first rom:
http://forum.xda-developers.com/galaxy-s3/development/rom-coloros-2-0-galaxy-s3i9300-t2764563 - This rom is pretty close to what you want to port.
Look at its Updater Script, and compare your Updater Script with it.
EDIT
Oh darn,it is JB based.... But it should still be of great use.
Yes. Dont flash now

The I9100T has the same hardware as the international version. The only difference is the frequencies it runs with the network, and the need for a different modem for this reason. You need to give more info, but there is some other reason you haven't been able to install a particular rom.....
What's the other reason bro

You need to explain the exact steps you have tried to install the rom.
What rom have you got now? What recovery are you using? What rom are you trying to install? Have you checked the md5 checksum to make sure the rom was downloaded correctly? Did you do a full wipe before installing(wiping system, data, cache, dalvik/art cache)? Have you got the correct gapps(if you are flashing gapps)?
