Connecting 1 Android (as hotspot device) to Another (as host), and display IP Cam

Hey guys, unique hacking type of question.
I want to use 1 android phone as a wifi hotspot which has IP cameras as clients that connect to it.
I then want to connect this hotspot android phone (call it the USB device) to another android phone (call it the USB host) via USB OTG. I need the host android phone to be able to display the IP Cameras live feeds.
So my question is, if all the software was written, and both phones had a root app that talked to eachother, could I accomplish this?
What type of hardware bandwidth limitations do you think I would face? Thanks so much for any help.

Are you on the same Build Number? If not, then most likely it'd be a different method.
I checked and it's the exact same build number. I tried like every program there is to root it but none worked so far. Can u help me? ( us)

If that doesn't work, then follow the link to recoveries in #85 and use a custom recovery to install the newest SuperSU zip from Chainfire. Bad News
So far I've been unsuccessful in getting my kernel build to actually boot on the device and I haven't figured out why. If anyone has any ideas please do let me know - I'm familiar with Exynos kernel development but not Qualcomm.

I need help with Hard resetting Marq Turbostreamer Stick Amlogic S805X

Hello,
I recently purchased an android dongle sold by flipkart.com codename DV6067H which is similar to (Magenta Android Stick) DV6067Y.
I am having trouble using the remote control. The box is not detecting the remote control and I'm unable to do any function on the box.
I tried connecting keyboard and mouse using the OTG extender cable used in firetvstick, but no luck.
I am able to boot into the recovery mode but can't perform any operation as the remote isn't working and the reset button only works as an "OK" button.
Is there anyway to connect this device to PC in fastboot mode and reset it through adb ?
