Rooting Droid Incredible II using htcdev & Windows - hboot issue. - Verizon HTC Droid Incredible 4G LTE

Hi all. I'm trying to use htcdev to unlock a Droid Incredible II using Windows 7 (so I can then install a ROM). On Windows, I've installed adb (JDK, Android SDK) using this guide (remove the spaces): androidforums.com/ threads/ adb-guide-updated-2014-11-11.443072/. I also installed the HTC Sync Manager. I can do `fastboot getvar all`, but not `fastboot oem XXX`. (Phone details below.) I gather this means I need a more up-to-date hboot. Where can I find a new hboot to flash?
While I'm asking, I'm also trying to root an HTC Thunderbolt. That one is not recognized when I plug it in (`fastboot devices` fails). What am I missing with that one? (Phone details are also below.)

[Q] Bricked My HTC X515e (HTC Rider), Please Help?

I had this version of android OS on my HTC x515e → ICS 4.0.3 sense 3.6
Google Play kept on crashing after I installed it with Android Injector
So I tried Flashing this RUU → RUU_RIDER_ICS_35_S_KT_KR_3.09.1010.8_Radio_11.24.3504.18_M_release_262166_signed.exe on my HTC Rider
. During the update, It stopped and a window appeared Saying Unknown Error.
At then, My HTC Rider was unlocked, So I relocked it using "fastboot oem lock" on Command Prompt. Now, when I power On + Volume Down I read:

*** Security Warning ***

You have to download the file PG86IMG.zip and just copy it in your sd card and reboot into boot menu and it will automatically verify and install it. The size of file is 385MB and make sure you should have 70% charging. :silly:

[Q] HTC One Bootloader Issues - Can't Recover At All

I have an AT&T HTC One, on which I loaded Cyanogenmod's 10.2 rom. I tried to do an update to their 11.0 snapshot rom, and the system locked up during the installation. I wasn't able to recover, and now my phone is looping at boot. I can get into the bootloader screen, which shows this:

I have wandered all over this forum and the internet in general, downloaded multiple versions of HTC drivers, various RUU files, tried to make the S-OFF using both rumrunner and revone without any success. I've tried both USB 2.0 and USB 3.0 ports, and I've tried multiple USB cables.
When I select RECOVERY in the bootloader menu, the phone goes back to the looping on and off.
My ideal scenario would be to load the latest AT&T software load of Android 4.4.2/Sense5.5, but at this point, just getting a usable phone would be wonderful!
Does anyone have any ideas? Thank you in advance for your help!

your going to reflash recovery then a rom
download twrp 2.6.3.3 here > http://techerrata.com/browse/twrp2/m7
then flash it in fastboot
fastboot flash recovery openrecovery-twrp-2.6.3.3-m7.img
fastboot erase cache
fastboot reboot-bootloader
then download the rom post below and sideload it to your phone
boot to recovery then
TWRP / Advanced / Sideload - swipe to sideload
From PC adb / fastboot folder
you use
adb sideload name-of-rom.zip
make sure the rom is in the same folder as adb / fastboot

Thank you for your help! Your instructions worked perfectly. As a side note, I noticed that I could use adb when the TWRP recovery image was loaded, but not when I was just in the bootloader screen. Anyway, thank you again for the help!

@MrJShark you have the latest radio that is available. The only diff in my phone is I am running the 1.54 HBoot found here http://forum.xda-developers.com/showthread.php?t=2612740 ; I called Verizon today and had them reset on their end as was not getting as powerful connectivity as I used to.

you have to re get the unlock code.bin....the same steps you have done before...because i think you have upgraded your software firmware...for that reason you have re download the unlock code.bin for this software version.
