no you can not install it on the note 2. it's not a rom its just a system dumb for devs to port for us on the note 4

That has nothing to do with Samsung. That is the providers AT&T/Verizon that lock the down. TMO doesn't yet.

Tmobile won't be locked down. It's pretty much the international version with some bloat on it. Att and Verizon are most likely the ones that will suffer from all of this.
