USB debugging not enabled - phone softbricked - Moto E Q&A, Help & Troubleshooting

Is there any way to enable the USB debugging via windows 7 PC and un-softbrick the Moto e 1st gen XT1022 dual sim Indian variant. Below is the getvar:all log for anyones interest. Please check and let me know.

Hi guys,
Somedays ago, my phones settings and playstore were not opening, so after reading some threads, I decided to factory reset it.
As settings was not opening, so I gave this command: adb shell am broadcast -a android.intent.action.MASTER_CLEAR from here http://stackoverflow.com/questions/1...adb-in-android.
When I rebooted, it went into bootloop. So I unlocked bootloader and rooted it. From then, I have put all roms, 4.4.4, 5.1, 6.01, both cynogenmod and stock, but in all roms, sim card is not getting detected. This is the latest, I'm using : http://forum.xda-developers.com/moto-e/help/network-wifi-bluetooth-t3117010/page2". It is able to find vodafone and idea, but shows message, "mobile network not available". So I flashed radio/modem, but no use. When I dial, *#06#, it shows imei = 0.
When I typed mfastboot getvar all, its showing imei number.

My brother gave me his MotoE which is stuck in bootloop. I tried to flash firmware "RETAIL-DSDS_CONDOR_KXC20.82-14_cid7_CFC_1FF.xml" to it and is giving me "(bootloader) Preflash validation failed".

sooo we have no root method for this phone period? even putting it in download mode and flashing superuser.zip?
Your vzw device has a bootloader that cannot be unlocked. You might be able to root with some exploit system.
