This is a pure stock MTC20F odexed rom.
Systemless root w/ SuperSU 2.76 thanks @Chainfire and Osmosis busybox included thanks @osm0sis
100% Stock ROM and Kernel
No apps have been removed or updated.
Install:
1. Install MTC20F vendor image from here.
2. Recommend using latest bootloader and radio --------> fastboot flash only.
3. Recommend using latest twrp 3.0.2
4. Make backup.
5. Install rom ---> enjoy.

It's not disabled. It's just not forced. If you are decrypted you will stay decrypted and if encrypted you will stay encrypted.

Sorry you had problems. During the initial setup you have to be very patient and let it finish updating everything. Then reboot. I am having no issues.

I don't think there were ever any boot issues with the rom...and though a user on the first reported some difficulties, I don't believe that the dev, myself or the user directly above your post ever had boot issues.
It's a terrific stock, pre-rooted rom base...has been since day one.

You are right -- Thank you kind sir.
@Stephen and I talk on hangouts and he knew I was having problems before I posted the rom. I worked all those issues out before I posted the ROM. The rom should be stable if you factory wipe and are very patient and give it time to set up and update all gapps. YOU NEED TO SET UP AS NEW DEVICE.

Ah yes sorry that was my bad! I can guarantee fhem would never release anything that was not 100% Yes he was telling me that during his build process he did have a few boot issues, so I was glad to hear he got those sorted.
Good thing is now, this rom paves the way for things like APM and clear all recent apps buttons etc!

Oh my yes...I'm quite familiar with the level of excellence he brings to his builds...Thyrus releasing a theme for the Nexus 9 paired to his rom speaks volumes.
