you are s-off, so I'm assuming you're bootloader is unlocked. Re-lock your bootloader and then run it. Unlocked bootloader will make ruu fail every time. then use 4.09.605.5. this is going to lock your bootloader, and you won't be able to unlock it again without paying for sunshine, but as long as youre s-off you don't actually need the unlocked bootloader anymore anyway

Did wipe of storage and factory reset.
Attempted to RUU back to 2.13.651.1, got Error 140, which I presume is due to forced stepping.
Any ideas since the RUU completed successfully but we're in softbrick?

i have tried to install two RUUs. one of them gave a signature error, and the other gave a not suitable ROM utility warning. its not S-off and i just want to install a stock RUU.

The phone was bought from taiwan (ASIAN market) and as you can see is the T6WL model. I tried to change the factory ROM cause i had some issues (without making a backup) and after the first boot it always shows a "No SIM card" error. The Rom i flashed was CM12 and was made for T6. After the error I tried the following:
Other network SIMS
Flashing different ROMS
The problem still there. The thing is when i dial *#06# or use MTKDroid tools the imei is blank. But i am able to trace the imei with fastboot.
Anybody has any ideas?
I have unlock the recovery and i use TWRP 2.8.7
