So if OEM unlock is disabled, ROM won't boot, no recovery and bootloader is locked is it safe to say that there's no recovering from that point? Should I just buy another v10?

Have you enabled developer options and turned on oem unlocking? If not you can't access the bootloader before you turned that option on

Rerun Mi Unlock Tool and try again, should correct the issue. To prevent that from happening in the future, ensure in Mi Flash Tool that you do not lock relock your bootloader.
