as per your post you already have unlocked bootloader..
once you've unlocked it before you don't need to unlock it again.
if however you want it to reboot and wipe everything then use the command
fastboot oem lock then fastboot oem unlock

No it's not unlocked, because I'm unable to flash twrp recovery. It show "Your device is locked".

I had same problem, first do a fastboot oem lock than fastboot oem unlock and will 100% work!!!
I had same problem earlier. The issue is i had twrp recovery. I flashed twrp using flashify. So to unlocked you need to have default recovery. Not sure if this helps
if you still having issues, http://forum.xda-developers.com/oneplus-x/general/guide-mega-unbrick-guide-hard-bricked-t3272108 - this will fully restock your recovery and os. as it came from the box. than go for unlocking(dont forget to turn on development oem unlock)

How do I flash a ruu ?what exactly?
If you have unlocked bootloader you must relock it first to flash ruu. Command for that: fastboot oem lock. After that you should be able to flash ruu.
Command fastboot oem writesecureflag 3 is for making S-on.
dont use that command with unsigned bootloaders or you'll brick your device!

To relock the bootloader, just flash an official miui fastboot rom via miflash and you're done....
If you have unlocked officially, you can just unlock your bootloader anytime without asking permission from xiaomi again...
If you have unlocked your device unofficially, repeat the steps you did for unlocking your device or unlock officially.....

I see many asking how to Relock Bootloader, especially those who had unlocked unofficially.
http://forum.xda-developers.com/showpost.php?p=66962198&postcount=7
The steps to be followed are following:
(1) Turn on USB debugging for your phone;
Go to Settings -- About Phone --> Touch 7 times on "MIUI version" to Enable Developer Options.
Now go to Settings - Additional Settings - Developer Options --> USB debugging.
Enable USB Debugging and Connect to PC.
(2) Download Fastboot ROM (file extension .tgz or .tar) from
Code:
http://en.miui.com/a-234.html
(3) Boot into EDL
adb devices (to check it's connected)
adb reboot edl
(4) Use MI Flash Tool to Flash the Fastboot ROM
One done it will be locked... To relock follow same steps as done earlier - either official or unofficial
So I did all the commands (fastboot oem unlock and fastboot getvar unlocked) when I enter the second command it says yes it is unlocked but when I reboot the phone there is no corruption error, is it really unlocked?
Nevermind, when I did the tot method for root after I did it I got the error so all is good
to relock the bootloader I tried the "fastboot flashing lock" command without quotes via adb pc fastboot the device will ask you to reset the system once you start the phone go to the developer settings and deactivate the 'unlock oem' check then restart and play original device is made for future joyui11

My bootloader is locked, and I can't unlock the bootloader because I can't get out of Fastboot mode. I can't recover my device now. (Xiaomi Mi A3)
Does anyone know how to unlock a bootloader when it is in this state?
fastboot oem device-info

fastboot oem unlock should work
EDIT: did some research and yes your able to just run fastboot oem unlock and the device will take action from there. To be on the safe side also run fastboot oem unlock_critical as well to avoid issues
After doing so the device will be wiped and reboot. From there you can go back to fastboot and run:
fastboot flash recovery twrp.img

When it comes to flash a Custom Recovery, a Custom ROM or patched boot then you have to disable dm-verity/AVB at before

Leave Fastboot mode
Code:
fastboot reboot
Then
Code:
adb devices
adb disable dm-verity
adb reboot
FYI: adb disable dm-verity will work only with adb version 1.0.33 and above
EDIT:
the command was fastboot flashing unlock my bad! Try that and let me know if it works please!
Also run this:
fastboot flashing unlock_critical
Before trying to unlock a device's bootloader it's always a good idea to check whether unlocking the bootloader is natively supported on device:
Code:
adb devices
adb shell "getprop ro.oem_unlock_supported"
If returned value is 1, then it's supported otherwise it's not.
