Broadcasting Secure VPN connection to Wi-Fi - Android Q&A, Help & Troubleshooting

How could I used a secure VPN connection and broadcast it over Mobile hotspot to a wifi connection. This would allow me to take WiFi that is blocking website's and use a old phone ( in my case a Verizon Motorola droid RAZR HD) and have it connect to a VPN using the restrictive WiFi then take the secure unrestricted VPN connection and broadcast it as WiFi using mobile hotspot.

[Q] Using tether *without* internet connection for file transfer

For use on locations without internet connection (e.g. on holiday) I want to be able to transfer files over Wifi from / to my Galaxy and a tablet (an iPad in my case).
On an iPad, Bluetooth is no optopn as file transfer is not supported.
Normally I can enable Wifi tethering on my Galaxy and then connect any device to the Galaxy without using an internet connection.
But the tethering requires a mobile internet connection. Is there a way to work around this a sort of 'connection mock' which fakes a mobile APN to enable internetless Wifi connection ?
Just like a home router which s not connected to the ADSL / cable modem.
UPDATE: it worked!!
I tried by disabling the packet data
Settings -> Wireless and Network -> Mobile networks -> Packetdata -> UNcheck
Then I enabled Wifi tethering and could then connect my Mac to the Galaxy over Wifi so this is a good idea for using on holiday or other places where no internet is available but one wants to transfer data between devices.

Android Wifi Hotspost WITHOUT TETHERING

I want to host an INFRASTRUCTURE (not AD-HOC), otherwise known as a SoftAP (Access point) on wifi. This is possible with many applications, but they all want to use a mobile data connection. Is there any application that allows you to host a SoftAP WITHOUT a 2G/3G/4G connection? This is just for playing over WIFI between a samsung galaxy s3 and an older android 2.1 tablet. These cannot see AdHoc networks.
Anyways, I'm interested in any application that allows hosting of an infrastructure WiFi network without tethering to just host a wireless lan point.
Bump
I am also very interested in a solution/app like this.
A photo app (MoPhotos) will work with my EyeFi WiFi card to transfer photos from the card in my camera to my computer/Android device via Wifi.
Currently, the card has to go through the home router as that what it looks for to give it a IP Address and network to connect to the computer/Android.
If there is a way for the Android device to be a Wifi HotSpot without the mobile tethering, I can configure the card to talk directly to the Android, which would be *very* helpful when out and about.

How to create a WiFi Hotspot in infrastructure mode! (NEED ROOT)

So I found an app that will allow you to create a WiFi Hotspot in infrastructure mode and not ad-hoc. The phone itself needs to be rooted in order to bypass your carrier's network authentication and set itself up as a WiFi Hotspot setting, but any devices you are trying to connect to the Hotspot will not have to be rooted. The name is WiFi Tether Router and is in the play store. It is a very very useful app. The encryption works lol and so many other things as well. You'll just have to see for yourself! I was able to use it successfully on a my non-rooted Asus tablet connecting to my rooted 4G LTE phone. Worked flawlessly and I didn't have to change hardly any configuration settings, only just the network ssid and password and the channel, but other than that it was great. It also has a data monitor to show data sent and received and total amount of data used, along with managing the clients connected to the Hotspot. Enjoy!

How to set static IP without specifying gateway

I'm trying to set up a Wifi with a static IP but NO gateway or DNS but until I enter a gateway and DNS the save button remains greyed out.
From a networking perspective, you should be able to have a Wifi connection without a gateway (This is true for all devices with multiple network connections) so that it uses an alternative connection (Mobile data in this case) but for some reason the Android devs seem to think otherwise.
The network I'm connecting to has no internet connection (Used for local connectivity only) so I need the phone to still use my mobile connection whilst connected. As Android turns off mobile data when connected to Wifi I was hoping I could leave the gateway blank to force it to use it's mobile connection when connected to this network but I can't
How can I either have mobile data on for just 1 SSID or save a connection with no gateway so it does use mobile (I tried 0.0.0.0 to no avail)?
Phone is a rooted HTC One M8 running Android 4.4.4

Wifi Hotspot static Gateway IP

Prior to Android 9 the WIFI gateway IP was always static, now it changes upon hotspot creation. Now it can be set to static?
Alternatively, can I use some hostname of the device where hotspot is created to resolve its IP to the clients of the hotspot?
@elmmm
What do you mean with "hotspot creation"?
My understanding is that a Wi-Fi hotspot is the wireless access points, typically in public locations, that provide Internet access to mobile devices such as your smartphone when you are away from your home.

I mean sharing Android device's internet connection. At least on my devices it's also called Wifi Hotspot.
