how can i unlock it for all mobile carriers
when i change sim the HTC not asking for Network Code ...

I have an HTC desire X , locked on Orange Romania network. Now I moved to UK, tried to unlock it at 3 different stores, they told me they can't unlock it using that IMEI generated code. My question is why?
