Are you actually putting the phone into fastboot first?
It's a driver problem for sure.

Your phone must have decided to abandon fastboot and went into charging mode. When you connect to fastboot, check to see if the charging icon comes up, if it does. It means your phone is not staying in fastboot.
You'll need to install fastboot drivers.

I faced your problem before, and following that thread unlocked my bootloader. Good luck!

bootloader means the command you passed in was "fastboot oem unlock" correct? The adb commands only work when the device is booted up, so make sure you didnt type in "adb reboot" or something.

Fastboot worked on me when I used the "adb reboot bootloader" command but make sure you do "adb devices" first to see if the phone is connected.
