Baseband (radio) is the same: 3.61
However, Bootloader seems to have been updated to 3.52

Why do you need the bootloader? I'm sure you can find the bootloader from the previous update around here with a search, it's the same one.

I thought it was the same, my bad. I usually forget to update the bootloader as it boots just fine with older bootloaders.

Ok usually I just use chainfire app and use that to flash the full OTA. Do I then flash this new bootloader in twrp right after i do the update?

Just flash the OTA as you usually do and you'll be set. I don't like doing OTAs because I change some things... I do everything in fastboot.

CAUTION! Flashing the .35 Hboot changes your recovery partition. If you are using Amon 2.0.0 it may cause problems if you have bad blocks. Amon discussed the issue here about a week ago: http://forum.xda-developers.com/showpost.php?p=9690514&postcount=1467
You can flash an older version of Amon and it should be ok. It fixed mine at least.

Do I need to unlock my bootloader to flash the newer Hboot? I'm still on 0.33.0012.
Since there is a lot of confusion about the firmware zips I wanted to give everyone a quick run down about what they are and how they can be used.
Telling Firmware and Update Zips Apart
HTC uses two main types of zip files for their updates. Update zips are the ones most people are familiar with and can be flashed from a custom recovery, while Firmware zips are used for lower level flashing like radios/baseband or bootloader updates. An easy way to tell them apart is by looking at the name, most firmware zips will start with the devices designation such as PJ75IMG. If you open them up you'll also notice firmware zips only contain a handful of large files while update zips contain file folders and their content normally.

Flashing Firmware Zips (If your device is S-ON skip to the next section)
There are three ways you can flash firmware zips:
The first is to rename the file to 'PJ75IMG.zip' (careful not to add zip twice if extensions are hidden), placing it in the root directory of the sd card and then to restart the phone while holding volume down. This brings up the bootloader which will automatically look for the file and try to flash it. Once it completes be sure to rename the file so the phone doesn't keep trying to reflash it.

The second way is by command through the recovery. On a S-OFF device, and a handful of HTC Dev unlocked devices, an update zip can pass along a firmware zip to the bootloader and have it flashed once the phone is rebooted. This is how normal updates are installed, however, without S-OFF the bootloader will only accept the request if the firmware zip is from HTC and has not been modified.

The third way, using fastboot, is my preferred method and usually the quickest. Simply place the the firmware zip in the folder with fastboot and use fastboot as follows

Updating Firmware and S-ON/S-OFF
All RUUs and OTAs use firmware zips that have been signed with a special key from HTC. This allows the device to know if it's been modified.
When a device is S-OFF it ignores this key and allows you to flash any valid firmware zip, but S-ON devices will only accept them when the bootloader is relocked and if the firmware zip has not modified in any way.
Since firmware updates almost always contain hBoot (bootloader) upgrades to prevent people gaining S-OFF I don't recommend ever updating the firmware on a S-ON device.

I think the 1st and 3rd link are incorrect.

Shouldn't hurt, but mine was fully updated when I ran everything so I can't say for sure
Should we apply any of these if there's not a Rom ready yet? And also can't we put the file on the external sd card and go to the bootloader and it will automatically find and install the file for the firmware on the external sd card? I'm s off. 1.12 h boot.

Flash at the bootloader
So I flashed the ARHD rom and ElementalX kernel and ever since my phone seems to only be able to pick up 1 bar everywhere I go. I don't know if flashing the rom and kernel could affect the network somehow, but I am going to try to flash back to stock to see if my network improves. Is there a way to just wipe the rom and kernel memory off my phone, or would I need to flash another rom and kernel? I have never reverse flashed back to stock. Any help is much appreciated,

Which RUU did you use? Also, please reboot in bootloader mode and see if any TAMPERED sign is showing or not. If no TAMPERED is shown, you will get and be able to install OTA.

According to my understanding, if it doesn't show TAMPERED, then everything about your phone is stock (except for S-OFF). Did you try AT&T OTA?

If you were s-off all we would do is fastboot firmware an update recovery an flash ROM u want an we be done...you having s-on makes it little more work. If you want s-off better do it now before u update cause you can't on 4.4.4

1st do u want s-off. It takes like 5 mins its a app u run..it will make your life lot easier an safer. Its 25 bucks well worth every penny. Let me know that 1st

Sorry for no reply. Working on unbricking someone's phone. You need to install Att latest firmware. R you on pure stock now? If so don't worry bout if firmware has boot.img ....firmware might have stock recovery.img which will replace twrp if that Dev don't remove recovery like I do from my firmware. So just flash firmware with fastboot an download a new twrp that is for your device then fastboot that an then pick a Att ROM you want an you should be able to flash it. Try that let me know. Any questions let me know. MAKE SURE TO MAKE A BACKUP before you wipe phone in twrp an try an flash ROM.

and by att you mean at&t? I think skydragon is one of them
To flash newer builds,newer firmware is required. This is stated in the O.P of most threads for ROM's.

Its N from WWE model of HTC One M9.
Just the system, boot and recovery backup from TWRP. Not a port.
It seems to work just fine on my unlocked Sprint.

S-Off is required to flash TWRP, right?
All you need is TWRP.
And by unlocked, I meant SIM unlocked.
