First go here and follow the steps.
And then flash non-hlos.bin from the ROM which is working for you. And, in this process, my IMEI got lost and I manually had to enter using the tool in the above specified thread.

You should try to flash miui firmware from china dev version, afaik china dev rom are great to solved any strange issue like what you have.

dude, i have a same problem like yours, tried to flash the above solution, flashing the cm-13 radio, it worked, but it seems when i make phonecalls, my voice couldnt get through and the other way around. do you experience it as well? i tried voice call using sim 1 slot

man, i've tried that cm-13 radio, it worked. the signal is stable now, but i realize another problem (which is not happening before i flashed the radio), when i make voice calls, my voice cannot get through and the other way around (i cant hear the voice from the other side), any solution for this? thx in advanced

I have the S2 for 6 months and the mobile closed as it was out of battery. So when i put it back in the chrager, the S2 refuses to see the SIM card and says I haven't installed a SIM card. I am using Gingerbread official stock firmware (JPKJ2) and I haven't rooted. So what can I do to fix the SIM card Problem?? (BTW : Samsung Support didn't know how to fix it) i have also tried to Factor Reset the mobile with all the ways provided here and it still didn't work !! Please Help

Try to remove sim card, clean it and put it back. I had that in my another phone, sim card was in dust.

I am trying to fix this for a friend of mine, it is a clone of a Samsung Note 2. I know it is a chinese clone but I have no idea of the manufacturer or where to begin looking. My friend like a dumbass decided to try and flash a ROM to it and it semi-bricked the phone, it does connect to my PC for a few seconds and I have looked at the thread of how to unbrick a MTK 6598 chip phone but without knowing exactly which manufacturer this phone is from, I have no idea where to begin.
I think it might be a Star S7198 or something like that but I am not 100% sure. So, anybody have any ideas? If it helps, in the close up of the sim card and SD card slot, the sim card is on the left and SD card on the right. The sim card slots are stacked, it looks like a regular sim card on the bottom (#1) and a micro sim on top (#2). Other than the N7100 listed as a model number there is no identifying information anywhere that I can see.

Unfortunately I have a (just this one!) big problem: I can make phone calls, but when I try to connect to internet with LTE or 3G, it doesn't work (tried with 2 different careers).
Data usage is enabled, already tried to reset APN to default version, also tried to make a factory reset.
Service status is saying "Voice: In service / Data: Out of service".
Any idea?
May installing the stock rom could solve my problem?
Cannot find a way to understand if it could be modem's failure or anything else...
See what the seller says. Also manually set your APN, automatic settings don't work sometimes.

Nope: tried to manually set APNs but it didn't work.
Tried also to install 2 different ROM (Stock and multilang version), but without solving the problem.
SOLVED
Very strange resolution: I had to remove the micro sim from slot 1, put a nano sim in slot 2, remove nano and put again micro sim in slot 1.
At the end, data service started to be active and I can finally use 3G/LTE connection.
You managed to flash the phone?, isn't the bootloader are locked?

Having the same problem with my SIM1 slot. The same SIM-Card are working on the SIM2 Slot. The bad thing is, sim2 and sd card are not usable at the same time.
I also tried the new Miui7.2 with same results. I also tried several sim-cards on the sim1 slot with no luck.

Better ask for replacement or a refund, what you got there is a defective phone
Put 2 SIM to the phone (micro and nano) a set mobile data default to SIM 1 and maybe this work write the result
thanks for the help, I had the same problem, no data on micro sim in slot 1
for me these were the steps:
1, nano sim to slot 2, data connection is fine
2, nano out from slot 2, micro in to slot 1, na data (I had a nano heart attack here)
3, then I put nano and micro in together, I had data in slot 1 micro
4, then I swapped back my sd card to slot 2 and I still have data in slot 1 micro
so for me putting them in together solved it finally

I have downloaded the latest update of lineage OS as of whenever this is posted. The phone can see both sim cards (Telstra and OVO) but the second Sim card always appears like it has no reception. If I switch the cards around, still the second slot has no reception which means I have to switch the sims to the first slot to use it.
Does anyone know how to fix this or if you don't, another rom that does work?

EDIT: When I have 2 Sim cards in, the 2nd Sim doesn't work. BUT if I only put one Sim card in, it works in both slots.
Available networks of sim 1 shows only sim2's connected network in Redmi note 3 SD.
I was on Beta Rom(miui) when I got this issue and thought it was because of beta rom (miui 8.2.3) but then after factory reset and downgrading to stable miui rom, I'm still getting this issue.
Current Rom : MIUI stable 9.5.6.0, Stable
Some Redmi note 3 pro use the same IMEI 1 and IMEI 2 and your sim provider can lock it.
Equally you can try install 9.5.6 again with fastboot or EDL mode...
Change IMEI 1 or 2 with QPST or with imei changer tool (see in the forum).
If you use 1 chip, work fine? (In sim1 and sim2 slot)
What do you try to solve it?
When placing, ( let's say I have 2 sim cards A and B
1. Single sim card (A or B) in sim slot 1, No service and in maual search it says 'Cannot find any networks'
2. The same sim card in sim slot 2, then I am getting signals with either modes (auto/manual search)
3. In case of placing 2 sim cards, the sim card (let's say A) placed in slot 2 is working fine but now for the sim card (B) placed in slot one shows only the network A in available networks for sim slot 1.

Do you instal stable rom with recovery or fastboot? i recommend fastboot or EDL... with this ways you FORMAT partitions not only wipe. its more clean.
if you go to
settings>system>about of device>state>IMEI Information
do you have good imei in both slots? (in my case is the same imei but in other devices is different)
if you upload a screenshot delete numbers to prevent spoofing or cloned imei.
I downgraded using fastboot rom,
When checked IMEI numbers they were different for both slots.

try to blow the slot (like a Sega or Ninendo Games) and try again.
are you open your phone ever?
I dont have more ideas... QPST work fine to restore and change IMEI but your imei is good. IDK
