I have searched on the Android Development forum and the latest version of the stock ROMs is a 4.1 version. Have Asus released any 4.2 with multiuser version?

I haven't find anything about an update for this device.
Since Kernel source isn't available either, we can't make any ROMs at the moment (a ROM is an alternative version of the Android OS for your device, it allows you to get the lastest Android version if available and much more).

I would like to use my old smartphone as a webcam that takes picture every 1 hour and uploads it automatically to FTP server. In my country there is no electricity so I will use solar panel to charge the phone. Does anyone know if there is this kind of app for older Android?

There are many apps available that claim to morph an Android device into a webcam. But they all require Android 5+, AFAIK
For Android 4+ there is some in Playstore but many older ones don't exist there anymore.
Use for example Apkpure to find older versions..

I'm very new to android development, so pardon any noob like things.
I want to update the version of android of some custom rom, could I do that by cloning aosp of that newer version and then merging the custom rom(old version) with the newer aosp.
If this is not possible is there any method that can be used to upgrade the android version
