Can't download anything - Android Q&A, Help & Troubleshooting

Please help,
I can't download anything from the play store and web,
I already tried to clear cache/data forced to stop uninstalled any updates on Google play store and download manager,
None these options worked for me so I had to do a factory reset
And I'm still not able to download anything.
I'm using OnePlusOne
CyanogenOS 13.7
Andriod 6.0.1 (Marshmallow)

[q] CM 10.2 with Google Apps version 20130813 won't download from Play Store

I have a Galaxy S3 I9300 from Telcel, Mexico running CyanogenMod 10.2.0, upgraded from 10.1.3 with the upgrade feature and using TWRP for this purpose. I am unable to download anything from the Play Store, the store loads but the apps won't download. I have flashed the gapps-20130813 package, cleared data and uninstalled updates from Play Store and Google Play Services, and it won't download yet. After googling around, I already cleared data on Google Play, Google Framework and Google Play Services, every single cache with Titanium Backup, cleaned up Dalvik cache, and removed and re-added my Google account. Still no luck.
I also noticed the download notification briefly appearing for a split second when I tap Download on Google Play.
Is there anything I can't do? I don't want to go through the hassle of backing everything up, deleting the entire data partition and restoring everything.
Remove/add google account
Please try to remove your google account and add it again after restart.

Play store unable to download or update apps, gives errors.
Cleared play store, service framework and download manager cache and data multiple times, even removed and added Google account, but doesn't work.
Please help.

Im running lollipop 5.0.1 on Asus Zenfone 2 Laser 5.5
Today I did a factory reset because google play was messing up a lot. After that i downloaded the apps I had before the reset only to find that apps larger than 100mb wont install on my phone.
So I searched the net for a fix and found one that seemed promising. It involved uninstalling updates and clearing cache of Google Play, Google Play Services, and the disabling and reenableing of Download Manager.
After all that it just got worse as I can't download any app from the store. I cant reupdate google play services. I also cant download from the browser.
Google play / Browser crashes every time I try to download. Then I saw from applications manager that Download Manager showed 0.00B on all aspects. Data, app, total displayed 0 bytes.
How do I fix this?

Google play services constantly being removed

Got an iDeaUSA CT740K tablet with missing Google play services. I wasnt even able to sing into any google account because of the missing google play services. However, I found an APK version of the services for the tab and installed it. It fixed the problem, well, for a while. Whenever i install the apk it fixes the problem and i am able to download stuff from google play, however, google play services remove from itself after about 10-20min and i cant download anything from google play again. I tried to move the apk into root/system/apps but it didnt help (the device is rooted). I wanted to flash gapps but i dont have a custom recovery (cant do it with the stock one, as it seems) to do it so, because there isnt any available yet. Also, there isnt a stock firmware available so cant re-flash it over the current one. I tried factory reset and erased internal memory but didnt help. I even removed rood (unrooted the device), same.
There are 3 games from fox which appear on the tab even after being uninstalled. I assume that the tablet cough some viruses and they are the reason for this happening.
If someone has a solution, feel free to share it

Google play store won't download

Google play won't download:
I recently updated my Android version on my unrooted Nexus 5X to the final release of Android 7.1.1 (I had the beta version before)
Since then my google play store won't download (keeps saying downloading... But never downloads)
I've tried a few things from the internet but none of them helped and the problem still exists:
* Rebooted phone
* Cleard cache and data of play store
* Cleard cache and data of download manager
* Restored play store to factory version (now also the play store fails to update itself)
* Removed my Google account from phone and added it again
As mentioned none of those helpd me and play store still not downloading anything including its own update.
My phone has plenty of free space and problem is also on WiFi (tried different WiFi's) and also on mobile data.
My last option is to do a factory reset to my phone but I'm a worried I will get stuck unable to download any apps so I want to keep it for when all hopes are lost
Any help will be appreciated. Thanks.

Try downloading the latest version from some third party website and install it again

Make backup of your all apps and then wipe data........

Did it. So now I have back the latest version of the play store but it still won't download anything.
I could technically stop using the play store and download apk's any now and then but thats not very convenient obviously.
My guess it's a problem with the google download manager that got updated with the system.
I tried looking for an apk for that so I could reinstall it but found nothing (only download managers that replace the browser's download manager)

First of all since you are a new member
I would request you to thank me only using the thanks button.It is meant for it
So, since updating didn't help I would suggest you to update the system webview from play store if it's possible

Went into the play store and found out the system webview is disabled. Pressed enable but nothing happens.
Also through app settings the app shows to be disabled and the "enable" button is greyed out.
I was searching to update the system web view app through apk mirror but then found this thread:

Which in short says it's disabled in purpose by Android since updating to Android N.

Go to setting then go to apps. Go to all apps and force stop Google service framework and clear play store data. I hope your problem solved.

Clear Google play services data. Update play store and Google play services. If any apps are disabled then enable them. Go to Google account and click sync now. Check your Android date and time.

So now I definitely think it is due to the update
I suggest you to again degrade it back to older version and wait until the newer version produced is completely stable

Problem just solved mysteriously and accidentally: my phone died (battery got to 0%) and after charging it and starting it again the problem was gone.
I have tried restarting the phone a few times (together with cache, data, account, etc cleaning) when the problem appeared but maybe letting the phone run out of battery has a different affect on the system than just restarting it?
Anyway problem solved.
