Redefine Usable screen area for third party applications - Android Q&A, Help & Troubleshooting

Hello Everyone,
I am in charge of a development team that is working with a suite of internal applications that run on android tablets. They have an implementation that requires a complete ROM customization, however our project's goal is to remove that dependency. The devices that we will be using are Samsung Tablet E 8" and also Samsung Knox and the Samsung Knox Customization Configurator. We do also have access to the Samsung Knox SDK. One problem is that there is a top and bottom overlay, which we need to be displayed 100% of the time, regardless of what application is open, including the launcher. We can get it to work without obscuring our internal applications but the 3rd party apps that are running on the tablet remain obscured. The question is this: Is there a way, utilizing widgets or otherwise, WITHOUT customizing the ROM, to redefine the usable area of the screen for a third party application? I am suspecting that there is not, but I wanted some input from the hive mind. Thank you very much for your input.

[Q] Android Fleet Deployment/Provisioning/Management options?

I did have a search on here, but didn't find anything particularly relevant so I'm hoping some people could help me out.
My situation is that I manage the deployment of Android Handsets and Tablets within my company. This process is fairly ad-hoc as in, I order a few handsets at a time, set them up with company software requirements + some desktop shortcuts, and ship them to the specific user.
My problem is that the quantity of devices I'm going to be deploying in the next 12 months will grow significantly, and this job is extremely boring, and costing me in time wasted on a repetitive task that could be much better spent on other things.
So I am looking for tools to help make this process more automated/quicker/simpler.
The crux of my requirements are:
a) install software packages (some from market, some not eg Lotus Notes Traveler)
b) Slight desktop customisations (add some app shortcuts, browser homepage etc) - realistically this is optional, but I thought I'd mention it.
Currently I take care of (a) with a homegrown python script which makes some adb calls.
(b) and (c) are entirely manual, and currently depend in part on the device going out - could be any of HTC Desire/Desire S/Sensation, Motorola Atrix/Defy+/Xoom or Samsung Galaxy Tab 10.1.
I also have to do this *after* having logged in, set up at least one google account + possibly a motoblur account, and enabled USB debugging - is it possible to get adb shell functionality without needing to get into the OS and enable USB Debugging?
Moving to higher level things, I'm open to the idea of paying for dedicated tools to manage this job - eg Google Apps Domain services, or some other Mobile Data Management service (eg silverback mdm).
However, what these tools are geared to is securing a fleet of devices, but don't seem to offer what I'm looking for, which I believe are pretty simple requirements. ie add some arbitrary apps, and make them accessible on the front screen of the device.
I can't imagine that I'm the first person to need to do this, so what are other people doing to ease the management burden?

How to use getRecentTasks on Android "L" ?

Starting with Android "L" , apps can no longer get the recently launched apps:

The documentation (not the one on the internet, as it's still not updated ) says:
This method is deprecated.
As of L, this method is no longer available to third party applications: as the introduction of document-centric recents means it can leak personal information to the caller. For backwards compatibility, it will still return a small subset of its data: at least the caller's own tasks (though see getAppTasks() for the correct supported way to retrieve that information), and possibly some other tasks such as home that are known to not be sensitive.

Instead, they only get a list of apps that the current app has launched.
Is there a way to overcome this? Perhaps with root?
I ask this since I've recently added this feature for my app (allowing to sort apps by recently launched), and sadly it doesn't work as I made it...
Maybe I can get when the files of the apps (those that are used for launching them) were recently used? But this is just like checking the list of running processes, no?

Question regarding root access to memory space, low-level actions and best env.

Considering this is my first post - Hello, greetings, hi.
Straight to the question.
I have a certain amount of tasks that I do on my PC and for convenience, I've developed a program that does majority of these tasks for me (basically fetch new mail from my countless e-mails, messages from facebook etc. and put them into one single window displaying inside a widget.
I would certainly love to automate things on my phone aswell, but for that I need several things that I have to ask you about first.
Answer as many as you wish, thanks for any help!
1. Do I need root access to emulate human behaviour in certain apps? Behaviour such as screen click, drag etc.
2. Do I need root access to have unsafe access to memory chunks of other software? Probably similar access as one would require in order to make a cheat/hack for a game.
3. Can emulation apps work in background and still emulate clicks even when in fullscreen app such as facebook etc?
4. What's the best envirnoment for developing an android app, one that supports programming in C#?

is there a device that allows privacy control and hardware keyboard?

First I am looking for a device where I have full privacy control.
This means: If I install something like Skype or Whatsapp I could select manually which contacts should be available for that app. If I deny some rights, the app should be provided with fake data so that it still will run.
Which software and OS will do the job?
The next request unfortunately makes everything more difficult: I'd prefer a device with hardware keyboard.
Unfortunately the Blackberry Priv and Keyone cannot be rooted, so i guess I won't be able to get the privacy control I wish there.
The Galaxy S6/7/8 support a NFC keyboard cover, which won't work with custom ROMs (like Lineage OS). Maybe it would be possible to install Xprivacy on the standard ROM?
Any other ideas?

Custom ROM advice - looking for a kid friendly solution

First off, I hope I'm posting this in the correct area
This may be a fantasy, but I will state my idea, and if you know any way of making it a reality, OR if it already exists, I would really appreciate your advice & help!
The idea is basically a super lightweight custom ROM that would work (be able to be flashed on) on a lot of different devices. (multiple android phones & tablets)
Preferably, I want it to run on the most stable version of Android
No play store, only a predetermined set of apps to be installed along with the ROM
No stock browser or any native apps that have a browser built-in
Basically, there are a few applications for this product, 2 that come to mind.
The most obvious, Kid friendly - I know about the parental controls available, I want something 'bulletproof'.
To ensure productivity and reduce distractions among employees.
I would also want a browser that is whitelist-based that can have the whitelist updated remotely, every time the browser connects to the internet, (either on startup of the app or in the background) it would check the whitelist and update itself with the new definitions. Ideally, I would want a Chrome-based browser with a built-in adblocker.
I know the lines are blurred from custom ROM to custom apps. I hope I'm not dreaming of a unicorn
(The native apps preferred would be The Camera, Messages and phone apps)
I think what you looking for is "Kids Space" from oxygenOs and colorOs 13. Now even I'm looking for the same for older oneplus devices.
