If your phone is rooted, Accessibility service will auto disable itself even when enabled. It is useful only for unrooted devices.
The popup means that some overlay is active on the screen, like Substratum. Even some actions of GravityBox involve an overlay. You locate the app that is causing the overlay, disable it, enable the Accessibility settings of Greenify and then re-enable the overlay-causing app.

Did you fix it?, i tried almost everything, it was working when new update had come but now it is stopped.

I use the app Ultimate Rotation Control to force apps in landscape mode.
This app requires Accessibility Service to be enabled but every time I turn the screen off this is disabled again.
What could be the cause of this?
Accessibility Service is also enabled for Nova Launcher and this stays enabled.

Huawei rom closes any app which is not protected(see settings>protected apps) when screen is turned off. Whenever a app is closed, its accessibility setting is disabled again.
Try setting protection for URC on.
PS: every time you boot device, you may have to set accessibility on again. Not sure about this though.

I try to use the app detox app, and it needs to turn App Services Accessibility on. So i did this. The very big problem is that after I Clear Recent apps, the app Services Accessibility goes off. Its not that easy to figure out because when I go to Clearing Recents screen, there are no such app to kill as app detox, so i cant lock it. Its just doesen't appears in Recents screen. I will be very pleased if someone will help me to fix this. I need to turn App Services Accessibilities on permamently, because without this app detox dont work properly.

Maybe it's because many of applications haven't been adopted for Oreo yet, but I've tested a lot of apps - most of them fail to send local notifications. Maybe it has something to do with Mate 10 specifically. I don't have other Oreo devices unfortunately.
So, the story began from Tick-tick task manager. It works smooth on my Note 4, but I'm unable to make it work properly on Mate 10. I've set "ignore battery optimization" option for it, let it run in background and auto-launch, enabled priority notifications for it, blocked it in recent apps (the lock button), but with no luck - reminders just don't work. Then I tried a number of other task-managing apps (wunderlist, and others). Only one them worked (don't remember which one, really tested a lot). Found an app called "fake notifications" just to test the local notifications, set notification timeout for one minute, blocked the screen - no luck. Notifications only appear, if the apps are not closed after creating the notification.
Push notifications work properly (messengers, etc.). Looks like it has something to do with the local notifications specifically.

It looks like all of the problems with notifications not popping/widgets not updating etc are just caused by aggresive optimisation in EMUI 8: https://forum.xda-developers.com/mate-9/how-to/guide-huaweis-background-task-freezer-t3728298
So for, as I can see, there's no rootless solution.

Yeah sadly...
One serious problem in "realme 1" is when I turn on the accessibility of a certain app and developer options, status bar color changes to yellow nd it won't go until I switch them back to off....it says Accessibility is turned on. Tap to close..... And even if I clear ram, the accessibility turns off automatically... Any solution to keep accessibility of a desired app always on? I tried every possible trick but in vain...a little help is appreciated. Thank you

Color of status bar changing to yellow and need to turn off is not possible they (realme )claims it's feature of color os. And accessibility option issue is when you turn on accessibility option or similar app which is permitted to accessibility option is responsible.

I always set my dpi as 540, the orange developer option reminder was irritating. The recent software update has solved the issue, check it out.

Solved in New update but still there is a problem
I use greenify app to kill apps in background
But it needs accessibility on Everytime.
But once i kill the app from recents (greenify)
The accessibility gets turned off automatically in settings.
Also in developer options i turned all animations off, but after restart all settings are restored to default.

lock greenify in taskbar it'll not close
and about animations they work behind system
like to easy ur device scrolling, opening a app smoothly they can't be turned off thats why....

Stock Android is best , no issues in anything,
This colour os Comes with full bugs and not optimized well.

no you don't get it right, what he says is whenever animations are set to 0.5x (in my case) .. after restart device the settings are get default to 1x automatically. This is really weird.. and frustrating.

I have an issue with my Redmi Note 9 Pro Global Joyeuse with FW QJZMIXM 12.0.1 stable: I use an App named "Orientation Control" which overlays apps to force the screen orientation per my needs ( landscape or portraint or whatever ). Overlay is the method to do so, so its the app's scope to do exactly this. The Android System now generates a permanent Message / Notification saying: "App Orientation Control is overlaying other apps. " Unfortunately there is currently no way to disable this message in the Android System settings, the option is unavailable respectively not clickable.
Does anybody know another method / way to disable this message? Maybe ADB / modification of a file or anything else?
Device: Unrooted, Stock FW

You may be able to disable the notification from system settings.
Should be able to find, and disable, the notification from Settings->apps->manage apps
Look for "Android System" in the app list and check the notification settings for the one you want to disable.
If you don't see "Android System" in the app list then you need to enable the show all apps option from the 3dot menu in the top right hand corner of the screen.

Do you see a list of all the different notification channels at the bottom of that page?
You should also see the active system notifications, like this one.
yes i do see this, and it is not possible to disable. Already tried all these settings. My screenshot is from the active notification of the app Orientation Control. And this butten cannot be deactivated. This is the reason why i asked for another option such as an ADB command which e.g. allows disabling the neotification or setting the timer to a greater value than only 2 hours.
