Softbricked Nexus 9

Hello, I need help.
I have a Nexus 9 Wifi 16gb black. It was a gift from Google in USA, but I live in Uruguay.
THe problem is:
Yesterday I tried to install Android M (with unlocked bootloader).
Then, installed supersu..
After rebooted I was seeing "Your device is corrupt." and a bootloop.
So, I locked the bootloader, maybe that was the cause of bootloop (ofc no. I figured out it wasnt....)
And I can't do anythig, I can't access to Android to enable the oem unlock option.
I don't have a custom recovery..
I entered in "oem verified" mode, and was able to format userdata/cache partitions. But still the problem...
Here is what I've been trying to do
Code:

If no way, how to contact Google for reparation? Is there any email?
You should not have relocked bootloader. It needs to be unlocked to do anything if it will not boot. "Enable oem unlock" must be checked.

Android 6 firmware update failed

Hello,
Today I made an attempt to update my Nexus 5 to Android 6, manually.
So I put it into USB debugging mode, connected to my PC, and run "flash-all.bat" from firmware archive.
For some reason it ended up with message FAILED, but Android 6 was installed on my phone.
I wonder, what has failed, and should I worry about it, should I do something about it?

I'm wondering if you didn't flash the img meant for the 64 and you have a 32GB? If it booted up and the system, bootloader, and radios are all updated, then nothing to be concerned about.

Building system.img for a device make_ext4fs [need help]

I have a local phone of my career. Probably you don't know which, it doesn't matter either. One is on 4.3 and other is on 4.4 !
I have dumped 4.4's dev/block/platform/msm_sdcc.1/by-name files (system, boot, aboot, recovery, sbl1, modem, etc every partition) and flashed partitions on 4.3 one.
But system didn't get flashed. I extracted system.img which I dumped and got /system files! Now using make_ext4fs I have created a filesystem
make_ext4fs -s -S file_contexts -l 1024M -a system system.img ../output
>make_ext4fs -s -S file_context -l 1024M -a system system.img ../output

System booted up but has:
No adb shell (- exec '/system/bin/sh' failed: Exec format error (8) -)
No SIM
No baseband
No IMEI
No MAC-WIFI
No MAC-Bluetooth
Could be due to file_context or selinux, anyways help plz. I am using the one which is already there in the directory. I am building image for android 4.4 (using prebuilt windows tools with cygwin x64_86)
Guys .. Any help for the reported error?!
Thanks.

Nexus 5x Device state- locked and OS rebooting before boot, any ideas?

Phone started to loop through booting, crashes at different points of booting. Preformed a wipe data/factory reset and is doing the same loop though booting. Last ditch effort i want to try flashing but looks like i can't as it's locked any ideas?
