Google should be able to...
It means - "The phone has not been used for the specified time and cannot be unlocked." - amazing what google translate can do...
Try going to developer settings > check Mi unlock status and then adding account again... Then wait 3 days...
According to Google Translate:
"The phone has not been used for the specified time and cannot be unlocked."
So may be there is a cool down period for few days once you relock the bootloader. That's what I could deduce from the translation.

I assume you already searched the forum and went through this thread. For me, I used the Huawei Chinese language website. I had a google translate tab opened and translated all the fields to know where to put all the info.

but i need the ffu of this files.
i already flashed my lumia 920 with those three files, but for unlocking or having root access i need the ffu.

Hey folks,
I tried now a lot and i already avoid my warranty of my new Huawei Y6 (2017), because I have already successfully unlocked the bootlocker (with adb fastload and the pin).
I already tried the Kingroot Computer and also the App Version in different App Versions. I also followed many instructions to root my device, but it don´t work.
So what i want to do is to recovery my apps via Titanium Backup (so i need root ).
My device, before the Huawei, was a Samsung Galaxy S3 Neo and there was no problem for me to root it.
The Problem is, that I have the new device of the Y6 (2017 Version):

I got a L11 model, (MYA-L11) I saw there's L11 and L41 model (doesn't matter anyway I believe...)
I've successfully unlocked the bootloader, but no working twrp found!!

Alright, nevermind, that Dropbox link came out from an "android blog" which seems a bot that posts random tutorials... That's why it's fake.
This phone was launched a few months ago already, it's a pity there's not a working twrp available yet.
I've not enough knowledge to make it for myself, hopefully someone is as kind as to help us with this task.

Flashed this Russian version on my y6 2017 MYA-L11 and managed to change language to english but cannot find version of SuperSU that will successfully root the device, it keeps failing when extracting ramdisk! Any suggestions?

Use magisk
It is extract, but can't mount su.img from "data" to patch Selinux, coz su bin files in this image (su.img). U must change install place to "cashe". In su updater-script. Ather that boot image can be patched(Selinux). It's not at all. Then su.img need to be copyed in "cashe" from "data" after every reboot. Autostart script can do it... it'll be systemless root.
For system root it is need to patch boot, do it permissive mode... and take my installer, replace my boot to ur patched boot.

I can't apply for permission..i installed mi unlock tool..while opening it directly goes to unlocking process.. didn't shows applying forum..i tried to unlock but it stucks at 50%.. because i can't add my account to mi unlock status.it shows "couldn't verify,wait a minute or two.."

Make sure the device is not linked to any mi cloud yet. If it is, remove it first and then try again. I just fixed mine like 2 weeks ago.

How did you fix it?
I tried removing the device from all the accounts that were used on it. Still I get the same error..

Really. That how I fixed it. Removed it from any mi account. After that I was able to sign in. The only difference I did was actually use the latest miui developer rom. After I installed it, it got fixed on its own. I was able to add my mi account already.
No need to apply for permission which was there earlier, a month ago i tried to unlock his rn3 and wemt smooth after 72hrs as mentioned in the new Mi unlock tool...

Fastboot?
Applying permission means you to request a reason to unlock your phone to a MIUI admin. If accepted, the acceptance will be linked to your Mi account. By logging in to the Mi unlock tool, you are linking your computer to Mi's server to then tell your phone's bootloader to be unlocked via USB.
Hope this changes your perpective as I don't see you understand the whole unlocking mechanism. You can do the request via the app.

In developer options there is a a option:
Oem unlocking
Allow the bootloader to be unlocked.
Firmware can be dowloaded from flymeos site. Cant share links yet.
Any help would be great, maybe even some kind of payment would be used if successful rooting is achieved.
Installed chinese firmware. Rooted through online meizu root authorization process.
Titanium backup working.

Bought on aliexpress.
Meizu online store. The only one that had DHL and Delivered duty paid and no VAT for EU customers.
Costed 500 dollars. Arrived in 10 days when white version became aviable...

FYI there is an online application form to apply to meizu for root but it doesn't seem to work on my global phone.
when I reach the page to choose my phone it doesn't show my phone in the dropdown list for "select phone"

I think we just flash global update.zip. Not sure. No problems so far with chinese firmware.
Difference - chinese dont have google play store and there are few apps in chinese which you can freeze once you are rooted.
I installed google play store with Google Installer 3.0 from or for xiaomi. Worked with few hickups, you have to install one item on the list, close installer, install second item on the list, close installer and so. Took 3 minutes. Everything works normal - maps, play store, play games, calendar...
Yup, online application is only for A firmware. If you dont mind waiting i think they will add global soon...

On flymeos forum there is a thread ROOT Flyme 7 Global Firmware - ANY MODEL!.
It just doesnt work for 16th yet. So my guess is they will add it...
